DEPARTMENT
DATE: OCTOBER 14, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: ACCEPTANCE OF GRANT FUNDS FOR THE STORE ONE
PROJECT
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the Catalyst Subcontractor Agreement (Agreement) with Charitable Ventures, in the award amount of $749,500, for the Orange County Business Council’s California Jobs First Regional Investment Initiative – Catalyst grant (Grant) to support the Store One project, for a term expiring September 30, 2026, authorize the Housing and Community Development Director, or her designee, to execute the agreement and related documents for the Grant, and to take any actions necessary to implement the agreement and other required documents; and increase the Housing and Community Development Department’s Fiscal Year 2025/26 revenue and expenditure appropriations accordingly.
DISCUSSION:
The California Jobs First Regional Investment Initiative – Catalyst (Catalyst) grant, administered by the Orange County Business Council (OCBC), provides essential funding to advance economic development projects across Orange County. Designed to bridge the gap between project planning and full implementation, the program helps local agencies bring vital projects closer to completion. Through this competitive process, two City of Anaheim departments received awards for their respective projects:
the Housing and Community Development Department received $749,500 to be used towards the Store One project, and the Economic Development Department received $50,000, totaling $799,500 awarded to the City under the Catalyst Program.
The Housing and Community Development Department’s $749,500 grant will support the Store One project, a food business incubator and culinary training center located in the original Northgate González Market space on Anaheim Boulevard. During the construction phase, the grant will fund construction management services, permit and utility connection fees, right-of-way improvement cash-in-lieu fees, architectural and engineering services during construction, and city administrative costs. Spearheaded by the City’s Housing and Community Development Department, the project’s grant activities will be overseen by city staff and facilitated in coordination with the City’s California Jobs First Regional Investment Initiative Acceptance of Grant Funds for the Store One Project October 14, 2025
Public Works Department Construction Services Division, a third-party on-site Construction Manager (Ghirardelli Associates), and the project’s architect (Studioneleven).
The Housing and Community Development Department, in collaboration with the Public Works Department, will issue a Bid Notice to select a General Contractor for the project, in compliance with the Community Workforce Agreement and related bidding requirements of the state and federal funding sources. Upon selection of the contractor, the contract will be presented to the City Council for consideration. Following contractor selection and City Council approval, the construction is anticipated to commence in January 2026. The start of construction has been delayed from prior targets due to unforeseen structural and technical design challenges of retrofitting an older commercial structure to meet current building and health code requirements for commercial kitchens and public gathering spaces.
The Store One project aligns with the City of Anaheim’s Strategic Plan Goal A-2:
Continue proactive pursuit of regional, state and federal grant fund, Goal F-1: Expand support of small and microbusinesses and Goal F-6: Form partnerships with local businesses to address workforce development.
IMPACT ON BUDGET:
The Housing and Community Development Department’s fiscal year 2025/26 revenue and expenditure appropriations will be increased by $749,500 in the Community Improvements fund. There is no local match requirement.
Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
