HOUSING AUTHORITY AGENDA REPORT
City of Anaheim
HOUSING AND COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: OCTOBER 14, 2025
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVAL OF PARKING EASEMENT AGREEMENT
WITH CENTER HOUSING PARTNERS, LP AND
SPECIALISTS MANAGEMENT GROUP LLC AND
RELATED QUITCLAIM AGREEMENT FOR THE
TAMPICO MOTEL CONVERSION AT 151 S. CENPLA
WAY
ATTACHMENT (Y/N): YES ITEM # 01
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, approve the Parking Easement Agreement by and between the Anaheim Housing Authority, Center Housing Partners, LP and Specialists Management Group LLC, for use of a 1-foot by 20-foot strip of Authority-owned land to accommodate an Americans with Disabilities Act (ADA) compliant parking space, authorize the Executive Director of the Anaheim Housing Authority, or her designee, to execute and administer the agreement, and concurrently accept a quitclaim deed relinquishing a portion of Specialists Management Group’s ingress/egress easement.
DISCUSSION:
The Anaheim Housing Authority (Authority) acquired the Tampico Motel, located at 151 S. Cenpla Way, in 2023 and assumed all existing easements and license agreements affecting the property. The previous Tampico Motel owner entered into a Right of Entry and License Agreement (License Agreement) with the adjacent Pizza Hut property owner to allow the use of a 1-foot by 20-foot portion of an existing ingress/egress easement area to provide a fully ADA-compliant parking space on the Pizza Hut Property. Due to the larger dimensions required for ADA parking spaces, the Pizza Hut owner needed an additional 20 square feet to meet the minimum size requirements. The License Agreement expired on December 31, 2023.
On August 12, 2025, the Housing Authority Governing Board approved a new 55-year Right of Entry and License Agreement (New License Agreement) for the 1-foot by 20- foot portion of the Authority property with Specialists Management Group, LLC (Pizza Hut Property Owner). The intent of the New License Agreement was to allow the ADA parking space to remain in the easement area while alternative long-term solutions could Approval of Parking Easement and related Quitclaim Agreement - Tampico Motel Conversion October 14, 2025
be evaluated following the close of the Tampico affordable development construction financing. Subsequent to the close of construction financing, the Pizza Hut Property Owner requested that the Authority grant a parking easement as a long-term alternative to the New License Agreement. The proposed parking easement overlaps with an existing ingress/egress easement that provides access to several adjacent properties/businesses consisting of Walgreens, Pizza Hut and the Tampico Affordable development project. However, the parking easement would have no impact on access for any of the aforementioned properties/businesses as no changes are proposed to the drive aisles within the easement area. The parking easement is intended to continue to allow the use of the easement area for the ADA-compliant parking space only and not for development.
Separately, the Pizza Hut Property Owner is a party to an ingress/egress easement that runs beneath the existing motel building and conflicts with the planned open space improvements for the Tampico affordable housing development. To resolve both issues, staff has negotiated a mutually beneficial approach to grant the 1-foot by 20-foot parking easement to allow the Pizza Hut Property Owner to maintain ADA-compliant parking. In return, the Pizza Hut Property Owner will execute a quitclaim deed to relinquish a portion of their ingress/egress easement, thereby clearing the way for the proposed open space improvements. This mutually beneficial approach allows both parties to move forward with their respective projects.
Construction of the housing development is currently underway and is anticipated to be completed by November 2026.
This project is in line with the City’s Strategic Plan Goal B: Enhance Livability, Strategy 2 - Develop strategies to stabilize and expand affordable, workforce, and home ownership housing options for low-income residents.
