DISCUSSION:

The current master agreements with Mills Collision Center, Russ Ward Auto Body, and Premier Collision Center are critical for providing timely automotive body repair services to maintain the fleet of essential vehicles. With the expiration of the existing agreements, it was necessary to ensure continued, uninterrupted service while a new solicitation was processed. The extensions allowed for ongoing repairs, mitigating the risk of operational disruptions and ensuring that City vehicles remained operational.

The solicitation was issued to establish as-needed automotive body repair services for the City’s fleet of vehicles. Bidders were asked to provide fixed hourly labor rates based on estimated annual service hours across four categories: body repair, mechanical repair, frame repair, and paint services.

Staff recommends awarding contracts to the top five responsive bidders based on competitive pricing and operational needs. Utilizing multiple vendors will allow the City to handle simultaneous vehicle repairs, increase scheduling flexibility, and expedite vehicle turnaround times— helping to maintain the availability of fleet assets. Mills Collision Center, Premier Collision Center Inc., and Russ Ward Auto Body have a proven history of providing reliable, high-quality services to the City and have consistently met or exceeded performance expectations.

The bid specifications clearly stated that the City would award agreements to multiple vendors. A key requirement of the solicitation was that each vendor must be located within the City of Anaheim or within 10 miles of the Fleet Services Yard. This geographic limitation ensures vendors are readily accessible, supporting the efficient delivery of time-sensitive repair services.

The agreement includes an initial one-year term, with up to four one-year renewal options. To address potential cost escalations over time, vendors were required to submit fixed pricing for each renewal year as part of their response. The combined funding request is based on the average bid total proposed by the five recommended vendors.

Additionally, staff recommends a 20% contingency to accommodate any unforeseen repair needs that may arise during the term of these agreements.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department Fiscal Year 2025/26 budget. Future year renewals will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Deborah A. Moreno Rudy Emami
Finance Director/ City Treasurer Public Works Director
