(CFP, Inc.), to perform forensic phlebotomy services, in a cumulative amount not-to-exceed $500,000, including taxes, for a one-year period with four one-year optional renewals; and authorize the Chief of Police, or his designee, to execute any cost neutral amendments or renewal options under the terms and conditions of the agreement.
DISCUSSION:
The Police Department (Department) requires a forensic phlebotomy service for the collection of evidence in criminal prosecutions. The service provider will obtain evidentiary blood and urine samples from subjects, including criminal suspects and victims, at its detention facility or other designated sites in Orange County, in the course of its law enforcement activities and various investigations. These investigations include but are not limited to driving under the influence of alcohol or narcotics, being under the influence of controlled substances, traffic accidents, and major crimes such as assault, homicide, and rape. The Department averages over 64 call- outs per month and requires the forensic phlebotomy service to obtain and preserve the chemical evidence associated with these calls.
The Department solicited bids from known contractors and posted the bid on the City’s Open Gov bid portal. Sealed bids were received by 5:00 pm, August 20, 2025, from the following bidder.
