CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: OCTOBER 28, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE CONTRACT MA# 106-498872 WITH CALIFORNIA HEALTH AND SAFETY, INC. FOR SCBA TESTING,
MAINTENANCE AND REPAIR
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve Contract MA# 106-498872 with California Health and Safety, Inc. for SCBA (Self-Contained Breathing Apparatus) testing, maintenance and repair for the Anaheim Fire and Rescue Department (AF&R), in a cumulative contract amount not to exceed $290,125, inclusive of all applicable taxes and a 35% contingency, for a one year period with four optional one year renewals; and authorize the Purchasing Agent to execute all necessary contractual documents related to the contract all in accordance with Bid #9858.
DISCUSSION:
Purchasing solicited bids from known suppliers and posted the bid on the Internet. Sealed bids were received by 2:00 p.m., September 11, 2025, from the following vendors and were publicly opened immediately thereafter.
Bidder Total Bid
California Health & Safety Inc. $39,890.27
Long Beach, CA
Allstar Fire Equipment $42,891.05
Medina, OH
This bid was based on estimated annual quantities of flow testing, hydrostatic testing, parts, and labor needed for the maintenance and repair of SCBA equipment. Anaheim Fire and Rescue currently owns approximately 171 SCBA units, seven Rapid Intervention Team (RIT) packs (used to assist firefighters who run out of air), and 590 SCBA bottles.
To remain in compliance with National Fire Protection Association (NFPA) standards and OSHA regulatory requirements, SCBA units and RIT packs must undergo annual flow testing to verify proper air delivery and equipment functionality, and SCBA bottles are subject to hydrostatic testing every five years to ensure their structural integrity.
Approve Contract MA# 106-498872 with California Health and Safety for SCBA Testing, Maintenance and Repair October 28, 2025
Establishing this agreement will enable AF&R to maintain their safety equipment reliably, protecting firefighters from potentially life-threatening and hazardous environments. The initial term of the agreement is for a one-year period with up to four one-year optional renewals. There is no guarantee or implied commitment to purchase any specific quantity for the life of the contract. The awarded contractor is offering a 20% discount on the manufacturer’s list price for items not listed on the bid, which will remain fixed for the entire contract term. Pricing for the first year is fixed; any renewal periods increases may not exceed the most recent 12-month percent change in the Consumer Price Index (CPI) for Urban Wage Earners (CPI-W) and the CPI for All Urban Consumer (CPI-U), as applicable, for the Los Angeles, Long Beach, and Anaheim, area as published by the U.S. Bureau of Labor Statistics. Due to the unpredictable nature of repairs, staff request a 35% contingency to accommodate unforeseen needs; annual contract amounts for this agreement have ranged from $10,720.88 to $58,572.75 over the past five years.
IMPACT ON BUDGET:
Sufficient funds are available in the Fire and Rescue Department's Fiscal Year 2025/26 budget. Funding for subsequent purchases will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Deborah A. Moreno Patrick Russell
Finance Director / City Treasurer Fire Chief
