AF&R maintains firefighter turnout gear, in accordance with National Fire Protection Association (NFPA) 1851 standards, which mandates routine inspection, cleaning, maintenance, and repair of turnouts to ensure operational readiness and firefighter safety.

To comply with these standards, the City issued a bid based on the estimated annual usage of 142 fixed cost repairs and alterations of firefighter turnout gear. This contract will serve to provide essential ongoing support for AF&R to ensure timely servicing of firefighter turnouts including advanced cleaning and decontamination, repairs and alterations, gear inspection and documentation, patching, replacement of garment components, and pickup and delivery services.

The initial term of the agreement is for a one-year period with up to four one-year optional renewals. There is no guarantee or implied commitment to purchase any specific quantity for the life of the contract. Pricing for the first year is fixed and any renewal periods increases may not exceed the most recent 12-month percent change in the Consumer Price Index (CPI) for Urban Wage Earners (CPI-W) and the CPI for All Urban Consumer (CPI- U), as applicable, for the Los Angeles, Long Beach, and Anaheim, area as published by the U.S. Bureau of Labor Statistics. Due to the unpredictable nature of repairs, staff request a 35% contingency to accommodate unforeseen needs; annual contract amounts for this agreement have ranged from $5,289.69 to $44,551.71 over the past five years.

IMPACT ON BUDGET:

Sufficient funds are available in the Fire and Rescue Department's Fiscal Year 2025/26 budget. Funding for subsequent purchases will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Deborah A. Moreno Patrick Russell
Finance Director / City Treasurer Fire Chief
