CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: OCTOBER 28, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: BALL ROAD – TAFT AVENUE CORRIDOR TRAFFIC SIGNAL

SYNCHRONIZATION PROJECT COOPERATIVE

AGREEMENT WITH THE CITY OF ORANGE
ATTACHMENT (Y/N): YES ITEM # 17
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the cooperative agreement with the City of Orange to implement traffic signal synchronization on Ball Road-Taft Avenue from the intersection of Knott Avenue in the City of Anaheim to Tustin Street in the City of Orange, for a term through December 31, 2030, with two one-year extensions.

DISCUSSION:

The City of Anaheim was successful in competing for $1,713,247.50 in grant funding for FY 24/25 through the OCTA Measure M2 Traffic Signal Synchronization Program, receiving $1,370,598 in grant funding with the minimum matching funds of 20% funded by the participating agencies for their portion of the project. On May 13, 2024, the OCTA Board of Directors voted to approve the funding allocation for M2 Project P applications and for the City of Anaheim to act as lead agency in project implementation. The project known as the Ball Road – Taft Avenue Traffic Signal Synchronization Project will synchronize 37 signalized intersections along the Ball Road-Taft Avenue corridor from the intersection of Ball Road and Knott Avenue in the city of Anaheim to the intersection of Taft Avenue and Tustin Street in the city of Orange. Thirty-one (31) traffic signals in Anaheim will require engineering, construction, and maintenance services totaling $1,405,647.50; $1,124,518 will be funded by M2 grant funding, and $281,129.50 will be the City’s required 20% cost match.

This project will implement signal synchronization, also known as signal coordination, for 31 Anaheim signals along Ball Road. The project will integrate a combination of fiber optic and communications devices and specific traffic signal designs, software, and programs to maximize traffic flow at different times of the day. It is not always possible to hit a green light at every intersection; however, traffic signal synchronization coordinates signals according to known congestion levels, allowing you to travel farther in less time by reducing stops. The project will increase throughput, improve fuel economy, reduce vehicle delay and travel times, and reduce vehicle emissions. Similar projects by Public Works and OCTA have yielded a 15-20% reduction in travel times. Anaheim will act as the lead agency and Ball Road – Taft Avenue Corridor Traffic Signal Synchronization Project Cooperative Agreement with City of Orange October 28, 2025
