RECOMMENDATION:
That the City Council, by Motion, approve the Electric Facilities Cost Sharing Agreement between the State Department of Transportation (Caltrans) and the City of Anaheim for installation, operation, maintenance, repair and replacement of traffic signals and safety lighting at shared intersections.
DISCUSSION:
The City of Anaheim has an existing Cost Sharing agreement with Caltrans, which was executed in November 1983 and revised on July 1, 1995. The existing agreement includes I-5 and SRs 39, 57, 90, and 91. The agreement was made so that the cost of operating and maintaining electrical facilities, including traffic signals, traffic-signal systems, safety lighting, and sign lighting on State highway routes and within the City’s jurisdiction, will be shared between Caltrans and the City.
On October 29, 2024, Caltrans relinquished SR 39 (Beach Boulevard) to the City. There were six signalized intersections that were relinquished to the City, as listed below:
1. Beach Blvd and Anacapa Way
2. Beach Blvd and Lincoln Ave
3. Beach Blvd and Youth Center
4. Beach Blvd and Orange Ave
5. Beach Blvd and Stonybrook Dr
6. Beach Blvd and Ball Rd
These six Beach Boulevard intersections will need to be removed from the existing agreement. Furthermore, there are nineteen (19) locations that need to be included since they have not been added to the July 1, 1995, agreement. The locations are shown below:

This project supports the City’s Strategic Plan Goal C: Invest in Infrastructure and Amenities.
IMPACT ON BUDGET:
Sufficient funding is available in the Public Works Department’s FY 2025/26 General Fund Budget.
