CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: OCTOBER 28, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
PROJECTS
ATTACHMENT (Y/N): YES ITEM # 23
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, affirm its commitment to the projects submitted for inclusion in the Fiscal Year 2026/27-2031/32 Federal Transportation Improvement Program.
DISCUSSION:
The Federal Transportation Improvement Program (FTIP) is a listing of all state and federally funded capital transportation projects proposed over a six-year period for the Southern California Association of Governments (SCAG) region. The FTIP is prepared to implement projects and programs listed in the 20-year horizon Regional Transportation Plan (RTP). A biennial FTIP update is produced on an even-year cycle. It is developed in compliance with federal and state requirements. All federal and state-funded projects and regionally significant transportation projects, regardless of funding source, should be listed in FTIP. Under state law, the Orange County Transportation Authority (OCTA) has the responsibility of proposing County projects using current RTP policies, programs, and projects as a guide and with input from the cities within the County.
The City of Anaheim is affirming these three federally funded projects this cycle:
Nohl Ranch Open Space Trail - This project proposes to construct a new one-mile paved bikeway from Anaheim Hills Road to the existing Class II bike path along Santa Ana Canyon Road, providing access to Canyon High School, and an adjacent one-half mile decomposed granite multi-use pedestrian path from Anaheim Hills Road to Imperial Park to provide active transportation opportunities that are separated from motorists.
Citywide Safe Routes to Schools Sidewalk Gap Closure – This project aims to close sidewalk gaps located within one-half mile of a school entrance, and will include the design and construction of 1.23 miles of ADA-compliant sidewalk & multi-use trails, as well as the construction and reconstruction of new curb and gutter, driveway approaches, ADA-compliant curb ramps, and drainage facilities. o Acacia St. between E. Blossom Ln. and E. La Palma Ave. o La Palma Ave. between Whittier St. and N. State College Blvd.
