CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: OCTOBER 28, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: MEMORANDA OF UNDERSTANDING FOR THE ANAHEIM

ONE-STOP DELIVERY SYSTEM BETWEEN CITY OF

ANAHEIM, ANAHEIM WORKFORCE DEVELOPMENT BOARD

AND PARTNERS
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve four Memoranda of Understanding (MOUs) between the City of Anaheim and the Anaheim Workforce Development Board, and the State of California Employment Development Department (EDD), the State of California Department of Rehabilitation (DOR), the County of Orange Social Services Agency (SSA), and North Orange Continuing Education (NOCE), for the Anaheim One-Stop Delivery System, for the term beginning on July 1, 2025 to June 30, 2028; and authorize the Director of Housing and Community Development, or her designee to execute and administer the MOUs and any corresponding license agreements on behalf of the City.

DISCUSSION:

As a governor-designated local workforce area, the City of Anaheim must have at least one comprehensive America’s Job Center of California (AJCC) that provides area residents with universal access to a range of employment, training, education, and employer assistance services. The established comprehensive AJCC in Anaheim, more commonly known as the Anaheim Workforce Connection, is the physical location where job seekers and employers have access to the programs, services, and activities offered by AJCC partners.

In accordance with the Workforce Innovation and Opportunity Act (WIOA), the Anaheim Workforce Development Board (AWDB), with the agreement of the City of Anaheim, is responsible for entering into Memoranda of Understanding (MOU) with required AJCC partners. These partners include:
 State of California Employment Development Department  State of California Department of Rehabilitation
 County of Orange Social Services Agency

 North Orange Continuing Education
The MOUs outline the expectations and participation level of each partner in the operations of the local one-stop delivery system. Partner participation levels will vary as some are physically co-located at the AJCC, while others offer services virtually or by appointment through the AJCC. The proposed MOUs operate on three-year terms, starting July 1, 2025, through June 30, 2028. There has been a short delay in presenting this action to City Council due to the expiration of Workforce Board members’ terms (which was remedied by Council action on September 23, 2025) and the need for approval by the Anaheim Workforce Development Board taken on October 15, 2025.

All MOUs share common language about the coordination, collaboration responsibilities, and expectations for participation in the local one-stop system. MOUs with physically co-located partners also detail the financial contribution necessary to support joint infrastructure and facility costs associated with the co-location. These include, but are not limited to, applicable facility costs (such as rent), utilities, building maintenance charges, equipment rental and repair, and technology to facilitate access to the AJCC and activities undertaken to promote the Anaheim Workforce Connection.

IMPACT ON BUDGET:

Revenue from the MOUs has been included in the Housing and Community Development Department’s Fiscal Year 2025-26 budget.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
