CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: OCTOBER 28, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPLICATION FOR ADULT AND DISLOCATED WORKER
CAREER SERVICES PROVIDER FOR LOCAL AREA UNDER
THE WORKFORCE INNOVATION AND OPPORTUNITY ACT
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve an application designating the City of Anaheim an Adult and Dislocated Worker Career Services Provider for the Anaheim Local Area under the Workforce Innovation and Opportunity Act, and direct staff to submit the application to the State of California.
DISCUSSION:
The Workforce Innovation and Opportunity Act (WIOA) is administered by the U.S.
Department of Labor (DOL) in coordination with the Department of Education and other federal agencies. Congress appropriates WIOA funds annually through the federal budget. Funds are distributed to states using formula grants, based primarily on unemployment rates, number of low-income adults and youth, and dislocated worker statistics.
WIOA requires each State to designate local areas for the implementation of its workforce development programs. The Governor of each state has the responsibility of designating these local areas, taking into account factors like geographic boundaries, population size, and the local labor market. These LWDAs annually receive federal WIOA funds to offer a variety of services to adult, dislocated worker, and youth job seekers. Services include job search assistance, resume and interview preparation, career assessments, occupational skills training, and on-the-job training. The City of Anaheim is a Governor-designated LWDA, and city staff directly provide services for adults and dislocated workers, while youth services are delivered through contracted partners.
Direct provision of adult and dislocated worker services by the City requires an application to the California Workforce Development Board (CWDB) for the Governor’s approval. (The Career Service Provider application is attached.) The application showcases our Anaheim Workforce Connection team’s extensive and Application for Adult and Dislocated Worker Career Services Provider for Local Area under the Workforce Innovation and Opportunity Act

effective experience in workforce development, their strong ties to community job seekers and businesses, and their demonstrated success in meeting or exceeding performance goals for adult and dislocated workers.
In just the past two years:
Over 2,000 residents have accessed services through our Career Corner and Career Cove.
Nearly 200 individuals have enrolled in occupational skills training. Approximately 400 businesses have partnered with us for recruitment support, including job fairs, job postings, and on-the-job training agreements.
These efforts have led to better job opportunities for residents and a more responsive talent pipeline for local employers. Importantly, more than 80% of participants remain employed one year after exiting our programs, contributing to family stability and reducing workforce turnover for Anaheim businesses.
Approving this application will ensure we can continue to deliver these quality services to the community. The Anaheim Workforce Development Board approved the application for designation at its October 15, 2025, meeting. In accordance with WIOA, the Board now recommends City Council approval.
IMPACT ON BUDGET:
There is no budgetary impact.
Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
