RECOMMENDATION:
That the City Council, by Motion, approve Subscription Agreement with West Publishing Corporation, a Thomson Reuters business, at a monthly rate of $6,017, for online legal research, publications, and legal forms for a one year period with two one-year optional renewals with a three percent (3%) increase in years two and three; authorize the City Attorney to execute the agreement, and authorize the Purchasing Agent to issue the Purchase Order.
DISCUSSION:
The City Attorney's Office conducts research primarily through online legal research services and print publication subscriptions. To have access to the most recent court cases and decisions for adequate representation, the City Attorney's Office is requesting approval for an expanded government online legal research subscription. The subscription will provide unlimited access to legal resources, and the subscription services to legal books and forms. The service provider has proposed to reduce the cost of some print publications to mitigate the increased cost of the online legal research subscription. The new subscription agreement will replace the existing online legal research agreement. The new average cost is estimated to be $6,017 per month during the first year of the agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the City Attorney Department’s FY 2025/26 budget.
