CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: OCTOBER 28, 2025
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF

FORESTRY AND FIRE PROTECTION FOR WILDLAND FIRE
PROTECTION ALONG ANAHEIM’S VERY HIGH FIRE

HAZARD SEVERITY ZONE
ATTACHMENT (Y/N): YES ITEM # 22
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council,

1. By Resolution, approve Agreement No. 3CA07262, a Cooperative Fire Programs Local Responsibility Area Wildland Protection Reimbursement Agreement (Agreement) with the California Department of Forestry and Fire Protection (CAL FIRE), for wildland fire protection, in the not to exceed amount of $ 211,331.84, for the term July 1, 2025 to June 30, 2026; and authorize the Fire Chief or his designee to execute the Operating Plan in connection with the agreement on behalf of the City; and

2. By Motion, authorize the City Manager to execute the Agreement on behalf of the City.

DISCUSSION:

The City has maintained an agreement with CAL FIRE since 1995 for fire protection of 3,802 acres in the High Fire Hazard land along Anaheim’s 241 freeway corridor.

On August 13, 2024, the City Council approved an agreement with CAL FIRE, for fire protection services in the Very High Fire Hazard Severity Zone. CAL FIRE has provided a new agreement for Fiscal Year 2025/26.

This annual agreement allows Anaheim the ability to use CAL FIRE resources in the event of a vegetation fire in the wildland urban interface in East Anaheim. Under this agreement, the City can access resources such as fixed-wing aircraft, hand crews, dozers, and additional Type I and III engines immediately, and there is no additional charge until the forward progression of the fires is halted and the threat is mitigated. The City has called upon CAL FIRE for assistance multiple times each year. Without an agreement, those resources would be billed at hourly or daily rates that could far exceed the amount of this agreement.

Respectfully submitted,
