That the City Council receive a presentation regarding the proposed modification to the ATID and public testimony during a public meeting, pursuant to Resolution No. 2025- 088 (Resolution of Intention) adopted by the City Council on September 23, 2025 [public testimony on this item will be taken during the Public Comments portion of meeting].
DISCUSSION:
On September 23, 2025, the City Council adopted Resolution No. 2025-088 declaring its intention to adopt modifications to the Anaheim Tourism Improvement District (ATID) relating to expanding ATID boundaries; revising activities and improvements that can be funded with ATID funds including adding housing related activities and improvements; changing allocation of assessment funds to provide funding for housing- related activities and improvements; establishing a housing committee; adding newly constructed or converted vacation ownership resort/timeshare units to businesses subject to the assessment; and ordering and setting a time and place for a Public Meeting and Public Hearing on the proposed modifications.
Today’s public meeting is to fulfil the public meeting requirement per state law to allow public testimony regarding the proposed modification to the ATID.
The proposed modifications to ATID will serve to further promote local tourism and convention-related programs and activities for hotels located in the ATID area.
Among other modifications, the proposed assignment of dedicated ATID revenues to support housing programs will assist in addressing the significant need for workforce housing for workers at ATID assessed businesses. 200 S. Anaheim Blvd.

Presentation and Public Testimony on the Proposed Modifications to the Anaheim Tourism Improvement District October 28, 2025
Following the public meeting, the next step in the process will be a public hearing to be held on November 18, 2025, to consider and tabulate any protests that may be submitted by the hotel, motel or vacation resort businesses within current and proposed ATID boundary to determine if there is a majority protest. A majority protest is valid written protests received from Assessed Facilities included in the current and proposed ATID boundaries and that are projected to pay fifty percent (50%) or more of the ATID Assessments levied. If there is not a majority protest, the City Council may then consider an action to waive reading and introduce an ordinance amending Chapter 2.14 of the municipal code, approving an amendment to the previously adopted Resolution of Formation and approving the Amended and Restated Management Plan.
IMPACT ON BUDGET:
There is no budgetary impact.
Respectfully submitted,
Greg Garcia
Assistant City Manager
