CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 4, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE AGREEMENT WITH IIA LIFTING SERVICES, INC.

FOR INSPECTION AND TESTING SERVICES FOR AERIAL

EQUIPMENT
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve Contract Number MA# 106-498878 with IIA Lifting Services, Inc. to perform quarterly, annual, quadrennial, and five-year inspections on various aerial equipment for the Fleet Services Division, in the amount of $126,000, for a one year term with four optional one-year renewals (cumulative contract amount of $630,000 plus annual renewal increases by the CPI and a 20% contingency); and authorize the Purchasing Agent, or designee, to execute the contract and all necessary documents related to the contract including renewal options, in accordance with Bid #9861.

DISCUSSION:

Purchasing solicited bids on the City’s bid portal. Electronic bids were received on September 24, 2025, from the following vendors:

Bidder Total Bid
IIA Lifting Services, Inc. $126,000
Peoria, AZ
MJ Service Industries LLC $141,950
Yucaipa, CA
The solicitation was based on performing quarterly, annual, quadrennial, and five-year inspections and testing services for various types of aerial equipment. This equipment includes aerial boom trucks, cranes, digger derricks, and fire apparatus, each differing in capacity and functionality to meet the specific needs of the City.

The City currently operates approximately 36 aerial equipment units, the majority of which are Anaheim Public Utilities (APU) bucket trucks. These aerial devices are essential to City operations. APU personnel use bucket trucks as personnel hoists to access overhead utility lines and poles throughout the City. on aerial ladders to respond to high-rise and technical rescue emergencies. Public Works also utilizes a limited number of aerial trucks for general services, such as hanging banners and accessing elevated areas for facility repairs.

Proper maintenance and routine inspections are critical to ensuring these devices remain safe, reliable, and compliant with Cal/OSHA Regulation Safety Orders. The City performs preventive maintenance on its aerial fleet to detect and address potential issues—such as hydraulic leaks, wear, or structural fatigue—before they result in equipment failure. As part of this process, the vendor inspects key components, including booms, outriggers, hydraulic systems, electrical systems, and all safety features, to verify proper function and condition. Regular inspections help extend equipment lifespan, minimize downtime, and ensure operational readiness.

To encourage competitive bidding, the City’s procurement platform issued notifications to 7,900 vendors. Of those, 24 vendors downloaded the solicitation documents, six initiated bids, but only two submitted complete bid responses. IIA Lifting Services, Inc., employs local technicians who provide onsite inspections and certifications for lift and aerial equipment, each performed according to the relevant standards. Their technicians work in compliance with California-specific regulations and have successfully provided these services to the City for several years.

The agreement is proposed as a one-year base term, with up to four optional one-year renewal periods. Pricing will remain fixed during the initial one-year term. Any price adjustments during the renewal periods will be subject to negotiation and shall not exceed the change in the Consumer Price Index (CPI) for the Los Angeles–Long Beach– Anaheim, CA area over the most recent 12-month period.

Additionally, staff recommends a 20% contingency to accommodate any unforeseen service needs that may arise during the term of this agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2025/26 budget, within the Motorized Equipment Fund. Future year renewals will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Deborah A. Moreno Rudy Emami
Finance Director/ City Treasurer Public Works Director
