*Bidder submitted a partial bid and was not the lowest on those items.
The current master agreement with Randy’s Automotive and Transmission is critical for providing timely transmission repair services to maintain the City’s fleet of essential vehicles. With the expiration of the existing agreement, it was necessary to extend the agreement to ensure continued, uninterrupted service while a new solicitation was processed. The extension allowed for ongoing repairs, mitigating the risk of operational disruptions and ensuring that City vehicles remain operational and safe.
The solicitation was issued to establish as-needed transmission repair services for the City’s vehicle fleet. Bidders were asked to provide fixed pricing for complete rebuilds based on estimated annual quantities of transmission repairs across various makes and models in the City’s fleet. Pricing was to include all associated costs such as transportation, labor, materials, parts, fluids, consumables, lubricants, and any miscellaneous items necessary to complete the repairs. Bidders were also required to submit a fixed hourly labor rate and a materials markup percentage for any additional work authorized by the City.
These transmission repair services are vital to ensuring the fleet remains safe, reliable, and capable of meeting operational demands. Transmissions are complex systems composed of many components that work together to transfer power and pressure needed for vehicle acceleration and performance.
M & P Diesel & Gas Shop, dba Randy’s Automotive and Transmission, has a history of reliable service to the City and has consistently met performance expectations under prior agreements.
A key requirement of the solicitation was that the vendor be located within 15 miles of the Fleet Services Yard. This geographic limitation ensures the selected vendor is easily accessible, which supports the efficient and timely delivery of critical repair services.
The agreement will be for a one-year base term, with up to four optional one-year renewals. Pricing will be fixed for the initial one-year term and shall be negotiated each year of the renewal periods but shall not exceed the most recent 12-month Consumer Price Index (CPI) for Labor for the Los Angeles–Long Beach–Anaheim, CA area.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2025/26 budget, within the Motorized Equipment Fund. Future year renewals will be subject to Council’s approval of budget appropriations.
Approve Agreement for Automotive Transmission Repair Services November 4, 2025
