CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: NOVEMBER 4, 2025
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COOPERATIVE AGREEMENT WITH THE CITY OF

FULLERTON FOR THE RAYMOND AVENUE IMPROVEMENTS

FROM BURTON STREET TO ORANGETHORPE AVENUE
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the Cooperative Agreement (Agreement) between the City of Anaheim and City of Fullerton, in an amount estimated to be $518,950, for Anaheim’s pro-rata share for the design, construction, and administration of Anaheim’s portion of the Raymond Avenue Improvements from Burton Street to Orangethorpe Avenue, and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim, to execute the Agreement and any related documents, and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

The City of Fullerton (Fullerton) is constructing the Raymond Avenue Improvements from Burton Street to Orangethorpe Avenue (Project). Since less than a third of Raymond Avenue from Burton Street to Orangethorpe Avenue is within the City of Anaheim (Anaheim), it will be more efficient and minimize inconvenience to the traveling public if Fullerton improves the Anaheim portion of the roadway at the same time.

The work consists of rehabilitating the asphalt concrete pavement within the roadway; removal and reconstruction of ADA access curb ramps, concrete curb and gutter, spandrels, sidewalk, and driveway approaches; adjustment of utility structures; new signing and striping; and other miscellaneous items of work.

The entire Project cost is estimated at $1,686,295. Anaheim’s pro-rata share in the Project is estimated at $518,950, or approximately 31% of the total cost, for the design, construction, and administration of the work within the Anaheim boundary. Anaheim’s final cost will be based on the actual cost upon completion. Anaheim will reimburse Fullerton its pro-rata share of the actual cost within 45 days of being invoiced.

This Agreement between Anaheim and Fullerton outlines the respective roles and responsibilities and stipulates that Fullerton will be the lead agency for the Project.

Construction is anticipated to start in the 2nd Quarter of 2026 and be completed in the 3rd Quarter of 2026.

This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 – “Improve, enhance, beautify and maintain major street corridors,” and Strategy No. 8 – “Invest in the expansion and maintenance of the paving program to achieve a Pavement Condition Index (PCI) of 75+/-.”
ENVIRONMENTAL DETERMINATION:

The Agreement establishes Fullerton as the Lead Agency. In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Sections 21000–21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), Fullerton, as Lead Agency, is required to determine if the Project is exempt from CEQA.

Fullerton has made the determination that the Project is Categorically Exempt from CEQA pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the CCR, which allows for the repair, maintenance, or minor alteration of existing public or private structures, involving negligible or no expansion of use beyond that existing at the time of the Lead Agency’s determination.

IMPACT ON BUDGET:

Adequate funding is available in the Public Works Department’s restricted Transportation and Wastewater Funds for FY 2025/26.

Respectfully submitted,
Rudy Emami
Director of Public Works
