CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: NOVEMBER 4, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE PALO ALTO FIREWALL
SUBSCRIPTIONS AND SUPPORT
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, authorize the Purchasing Agent to issue orders to Digital Scepter Corporation for the purchase of Palo Alto network firewall related software and support services, in a not to exceed amount of $400,000 (projected cost for initial year is $175,070), inclusive of all applicable taxes and fees, plus a 15% contingency, effective from September 28, 2025 through September 27, 2027; and authorize the Purchasing Agent to execute all necessary contractual documents related to the purchase, all in accordance with cooperative Contract # AR3229 between NASPO Value Point and Palo Alto Networks, Inc.
DISCUSSION:
The Information Services Division is responsible for protecting the City of Anaheim’s technology infrastructure through a proactive, multi-layered cybersecurity approach. At the core of this effort are the City’s firewalls, which act as digital gatekeepers that monitor network traffic—allowing legitimate data to pass while blocking unauthorized access.
Currently, 24 Palo Alto firewalls are deployed across the City’s network, each designed to protect specific systems and departments. The ongoing subscription services will ensure the City continues to receive up-to-date security intelligence, software updates, and system enhancements. The renewal also includes co-terming subscriptions that were previously on various terms, making it more efficient to manage renewals and maintain consistent service coverage across all devices.
Renewal of the Palo Alto firewall subscription services is essential to maintaining the integrity and security of the City’s technology systems and sensitive information. The renewal also includes premium 24/7 technical support, providing year-round access to expert assistance to ensure uninterrupted protection and reliable support for the City’s critical services.
Authorization to Purchase Palo Alto Firewall Subscriptions and Support November 4, 2025
Staff request a contingency of 15% to account for potential cost and license increase to support probable incremental expansions for planned projects. The proposed contract is fully compliant with City Council Policy 4.0 (f) and purchasing regulations. By using this cooperative purchasing agreement, the City benefits from the collective buying power of multiple public entities, securing discounts of 10-20% off MSRP.
IMPACT ON BUDGET:
Sufficient funds are available in the Finance Department Information Services budget for Fiscal Year 2025/26. Funding for subsequent purchases will be subject to Council’s approval of budget appropriations.
Respectfully submitted,
Deborah A. Moreno
Finance Director / City Treasurer
