CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 4, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE A FIRST AMENDMENT TO AGREEMENT WITH

SEQUOIA FINANCIAL SERVICES FOR PAST DUE

MISCELLANEOUS ACCOUNTS RECEIVABLE COLLECTION

SERVICES
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion,
Approve the First Amendment to Agreement, in substantial form, with Sequoia Concepts, Inc. dba Sequoia Financial Services, Inc. for collection services of unpaid and delinquent miscellaneous accounts receivable due to the City, extending the term of the agreement for one additional year to expire on August 31, 2026 and authorize the Finance Director/City Treasurer to execute the First Amendment and other documents necessary to implement and administer the Agreement and authorize de minimis changes that do not substantially change the terms and conditions of the Agreement, as determined by the City Attorney’s Office.

DISCUSSION:

Sequoia Financial Services has provided collection agency services for the City since August 2019, and while the funds approved as part of that Agreement have not been exhausted, Sequoia Financial Services has been a valuable partner. Extending our engagement with Sequoia Financial Services will allow for continuity within the Accounts Receivable operations while extending the ability to recoup monies owed to the City.

Miscellaneous accounts receivable are generally comprised of billings for services rendered for occurrences or events not necessarily initiated by a request, such as citation fees, inspection fees, burglary false alarm, booking fees, emergency response, property damage, etc.

The Finance Department bills and makes every attempt to collect these claims due to the City in-house. The collection methods include: written and telephone correspondence, payment plans, small claims proceedings, franchise tax board tax intercept (FTB), and attempts through the City Attorney’s office.

Approve First Amendment to an Agreement with Sequoia Financial Services November 4, 2025

Accounts that remain unpaid following all reasonable collection efforts, constitute lost revenue to the City. Partnering with Sequoia Financial Services has proven effective in reducing this loss, yielding an average of $60,000 in annual recoveries at an average annual cost of $14,000.

IMPACT ON BUDGET:

The collection fee is contingent upon amount collected. Sufficient funds are budgeted in various Departments’ budget in FY 2025/2026, with all subsequent years being subject to Council’s approval of budget appropriations.

Respectfully submitted,
Deborah A. Moreno
Finance Director/City Treasurer
