ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve an agreement with TechniArt Inc., for Dusk-to-Dawn lights and mailing services of energy efficiency kits for residential electric customers (Agreement), with an initial term of five years and up to two one-year optional extensions, at a not-to-exceed cost of $3,750,000 for the initial term and an annual not-to-exceed cost of $750,000 for each extension term, plus a 10% contingency for as-needed extra services of the then-applicable initial or extension not-to-exceed cost, and
2. Authorize the Public Utilities General Manager, or designee, on behalf of Anaheim, to execute the Agreement and all related or implementing documents, including cost-neutral amendments and documents contemplated by the Agreement, and to take all actions necessary or advisable to implement and administer the Agreement.
DISCUSSION:
The Public Utilities Board recommended that the City Council approve these actions at its meeting of October 22, 2025, with the modification at the request of the vendor to change the contracting party’s name from Resource Innovations Inc. to TechniArt Inc. (a wholly owned subsidiary of Resource Innovations Inc.).
Anaheim Public Utilities (APU) offers programs to support customers who seek to conserve energy and lower their electric bills. Two programs that have been well- received by customers are the Dusk-to-Dawn Lighting Program and the distribution of energy efficiency kits. APU seeks to continue offering these programs through a service provider to supply, store, distribute by mail and at events, and provide energy savings data to be used for state reporting.
The Dusk-to-Dawn Lighting Program provides high-efficiency LED security lights that operate after dark and upon sensing motion. In addition to the energy efficiency benefits, Agreement with TechniArt Inc. for Dusk-to-Dawn Lights and Mailing Services for Energy Efficiency Kits for Residential Electric Customers
November 18, 2025
Dusk-to-Dawn lights have helped residents and businesses improve exterior security, often in coordination with other City departments. Up to two lights for single-family homes and up to ten lights for multi-family dwellings, schools, and businesses are provided at no cost; installation services are available for small businesses and income- qualified residents and other customers would need to make their own arrangements for installation. Approximately 1,900 lights were distributed in Fiscal Year (FY) 2024/25, which was a 52% increase from the prior FY.
APU also provides energy savings kits through various distribution methods in order to educate customers and provide immediate savings with LED light bulbs. New residential electric utility customers are mailed complimentary energy efficiency kits that include information on Anaheim’s services and energy efficiency offerings. Kits are also distributed at various APU events to help customers lower their utility bills while contributing to overall sustainability goals. In FY 2024/25, 8,000 kits were distributed, which reflects a slight decrease of 11% from the prior fiscal year.
Dusk-to-Dawn lights and energy efficiency kits enhance community safety, promote sustainability, and align with the state’s policy objectives under Assembly Bill (AB) 2021. AB 2021 requires publicly owned utilities, such as APU, to identify energy savings and set targets for cost-effective programs to support reduced energy demand and lower customer costs.
APU issued a Request for Proposals (RFP) in July 2025 for a qualified vendor to provide turn-key services in support of the Dusk-to-Dawn Lighting Program and distribution of energy efficiency kits.
APU received four proposals, and each proposal was evaluated in accordance with Council Policy 4.1 – Selection of Professional Consultants, based on their ability to meet the scope, relevant experience, technical expertise, a record of success with other agencies, and reasonableness of costs. One firm was deemed non-responsive as they did not supply pricing for certain items as required in the RFP. Three firms that met the minimum qualifications were ranked as follows:
Respondents Rank
TechniArt Inc. 1
American Electric Supply 2
Green Home Experts 3
TechniArt Inc. (TechniArt) was selected based on its comprehensive approach, which fully addressed the scope of work while offering the lowest cost. TechniArt brings nearly 40 years of experience delivering turnkey product distribution, customer engagement services, and energy efficiency program support for utilities and public agencies nationwide. TechniArt executed programs of similar size, scope, and complexity for publicly owned utilities, including Burbank Water and Power, Silicon Valley Power, Sonoma Clean Power, and Marin Clean Energy.
Agreement with TechniArt Inc. for Dusk-to-Dawn Lights and Mailing Services for Energy Efficiency Kits for Residential Electric Customers
November 18, 2025
The proposed five-year Agreement includes two one-year optional extensions, at an annual not-to-exceed amount of $750,000, plus a contingency of up to 10% for as- needed extra services. Unit pricing may be adjusted by the Consumer Price Index starting in the fourth year, as TechniArt has agreed to hold pricing for the first three years. Quantities are based on projections of customer demand, and expenditures will depend on actual participation levels.
IMPACT ON BUDGET:
Funds for this Agreement are available in APU’s Fiscal Year 2025/26 restricted Electric Utility Fund budget, and future years are subject to City Council approval of budget appropriations.
Respectfully submitted,
Dukku Lee
Public Utilities General Manager
