This Project consists of retrofitting approximately 498 storm water catch basins citywide with connector pipe screens, baskets, and automatic retractable screens; this work will include survey and measurements of all catch basin locations, fabrication of the trash capture devices, traffic control, and installation of the devices.
The Project bids are summarized as follows:

2. United Storm Water, Inc., City of Industry, CA… … … ..............… … … … .$717,379.00 As the lowest, responsible bidder, G2 Construction, Inc. is recommended for award of the Contract. The bid price reflects the current bidding environment, is consistent with the engineer’s estimate, appears reasonable, and is within the available funding.
Liquidated damages for this Project are set at $800 per day.
Award of Contract for Catch Basin Screen Installation Project - Phase 5 November 18, 2025
There are approximately 2,500 catch basins in Anaheim that fall under the requirements of the Trash Provisions program. The trash capture screens, also known as Connector Pipe Screens (CPS) and trash baskets (baskets), prevent trash and other debris from being carried downstream in the storm drain system, aiding collection by the Public Works Operations Division.
As a result of grant funding received through previous rounds of the Orange County Transportation Authority (OCTA) Measure M2 Environmental Clean-up Program, the City has been able to install 2,016 CPS devices and has achieved an estimated 80% compliance of trash capture. With the 2024 round of funding from OCTA, this fifth phase will consist of installing devices at an additional 498 locations, for a total of 2,514 CPS devices installed, which translates to 87% compliance of trash capture.
Construction is scheduled to begin in the 4th quarter of 2025 and is expected to be completed in the 1st quarter of 2025.
The Project supports Anaheim’s Strategic Plan Goal C – Invest in Infrastructure and Amenities, Strategy 13 – Address deferred and ongoing maintenance needs.
ENVIRONMENTAL DETERMINATION:
The Department recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Section 15301(b) of Title 14 of the California Code of Regulations. The Project will consist of retrofitting existing public utility systems and/or facilities. There is no potential for significant effects on the environment.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is covered under “Project Work” as defined in the Second Amended and Restated Community Workforce Agreement (CWA) that the City entered with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
Sufficient restricted funds are available in the Public Works Department’s Fiscal Year 2025/26 Measure M2 Fund Budget and Wastewater Fund to cover both the Project cost and the required 20% matching funds for this OCTA Grant.
Respectfully submitted,
Rudy Emami
Director of Public Works
