DISCUSSION:

In April 2024, the City Council adopted the Strategic Plan Anaheim 2024–2034 following an extensive year-long community and stakeholder engagement process. The Strategic Plan establishes a clear vision, mission, and framework for guiding City operations and investments over the next decade. Among its six long-term goals, Goal E – Support Public Safety – includes a strategy to begin planning for the construction of Fire Station 13 within the three- to five-year implementation timeframe.

On May 13, 2025, the City Council adopted a Resolution declaring the City’s intent to use the property located at 1251 W. Lincoln Avenue for the future development of a new fire station. The City-owned property, approximately 0.68 acres in size, is a remnant parcel previously held by the former Redevelopment Agency and identified for future development under the Successor Agency’s Long-Range Property Management Plan. The City-owned property is part of a larger vacant site, with the abutting parcel approximately 0.81 acres in size under Caltrans jurisdiction. The City has been engaged in ongoing discussions with Caltrans and state representatives regarding the potential acquisition of the Caltrans parcel by the City for public use.

The assemblage of the two parcels, the City-owned remnant parcel and the adjoining Caltrans parcel, would create a site of adequate size to accommodate the development of Fire Station 13.

Establishing a fire station at this location would strengthen emergency response capabilities and enhance fire protection services to the densely populated neighborhoods within Central Anaheim.

Currently, the area is served by Fire Station 1 located at 500 E. Broadway, which faces high service demands due to population density and urban development patterns. The site would provide improved geographic coverage and operational efficiency for Anaheim Fire & Rescue.

As part of the property acquisition process, Caltrans obtained an appraisal of its parcel to determine the market value. Following receipt of the Caltrans appraisal, the City commissioned a formal review by an independent MAI-certified appraiser to confirm the market value and ensure that the purchase price is fair and reasonable. The final PSA reflects the agreed-upon purchase price based on this valuation process.

The proposed action to approve the Purchase and Sale Agreement with Caltrans supports the implementation of the Strategic Plan Anaheim 2024–2034. It advances the City’s commitment to providing timely and equitable public safety services to Anaheim residents. Subsequent actions related to the design, environmental review, and construction of Fire Station 13 will be brought forward to the City Council for consideration and approval at later stages of the project.

A vicinity map showing the City-owned and Caltrans parcels proposed for assemblage is provided as an attachment to this staff report.

Staff recommends that the Council find that approval of the Purchase Agreement is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) because the activity is covered by the general rule that CEQA applies only to projects that have the potential to cause a significant impact on the environment. Approval of the Purchase Agreement will not result in any physical change to the environment, and any future actions, improvements, or development on the property will be subject to separate environmental review, if required.

IMPACT ON BUDGET:

Anaheim Fire & Rescue Department's 2025/26 budget will be amended by the amount of the final negotiated purchase price and is anticipated to be funded through Development Impact Fees (DIF) collected from future development.
