CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 18, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT WITH THE OKONITE

COMPANY FOR THE PURCHASE OF ELECTRICAL CABLES

AND WIRES
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Approve a Master Agreement with The Okonite Company, Inc. for the purchase of electrical cables and wires at an average annual cost of $7,825,412, with the cumulative contract amount not to exceed $39,127,060 plus any applicable taxes for the full term, including renewals, with an initial term of three years, with up to two optional one-year renewals; and

2. Authorize the Purchasing Agent, or designee, to execute the Master Agreement and all necessary documents related to the Master Agreement and to exercise the renewal options as appropriate.

DISCUSSION:

In March 2025, the City issued a competitive Request for Proposals (RFP) to establish multi-year agreements for the procurement of electrical cable and wire. The solicitation was posted on the City’s procurement portal and structured to allow for multiple awards covering the various types of cable and wire used for overhead and underground electric service. Utilizing multi-year agreements helps to manage supply chain challenges, price volatility, and extended lead times associated with one-time bids.

On August 26, 2025, the City Council approved a master agreement with OneSource Supply Solutions to provide certain types of cable and wire. A second master agreement to The Okonite Company (Okonite) is recommended for additional types of cable and wire identified in the RFP.

The recommended agreement with Okonite includes an initial three-year term, with options to renew for up to two additional one-year periods. The not-to-exceed amount is based on projected demand over the upcoming five-year period, derived from operational needs and capital improvement forecasts. The master agreement allows for cost adjustments based on the consumer price index and commodity market indices, Approve Master Agreement with The Okonite Company for the Purchase of Electrical Cable and Wire November 18, 2025

which provide flexibility to manage commodity escalations. In addition, the vendor will maintain frequently used cable types in local inventory to support emergency restoration needs due to storms, accidents, or other unplanned events.

Proposals for this solicitation were received from four vendors: The Okonite Company (Long Beach, CA); OneSource Supply Solutions, LLC (Fullerton, CA); Anixter, Inc. [Wesco International] (Corona, CA); and Marmon Utility, LLC (Milford, NH). Each proposal was reviewed based on criteria that include price, delivery time, and additional service options such as safety stock availability and emergency response capabilities.

Attachment 2 provides a detailed summary of the specific line items recommended for award to Okonite.

IMPACT ON BUDGET:

Sufficient funds are included in APU’s Fiscal Year 2025/26 restricted Electric Utility fund budget, and future years will be subject to City Council’s approval of budget appropriations.
