RECOMMENDATION:
That the City Council, by Motion:
1. Approve Contract No. MA 106-498884 with Markmen LLC, dba Chic Party Rentals, and Contract No. MA 106-498885 with Cosmos Event Rentals, for the rental of furniture, equipment, and related services on an as-needed basis, each in the annual not to exceed amount of $50,000 for a one-year base term, with up to four optional one-year renewals, each for a total contract amount not to exceed $250,000; and authorize the Purchasing Agent, or designee, to execute the contracts and all necessary documents including renewal options, in accordance with Request for Proposal No. CMA2025-5-7KB.
2. Waive the sealed bidding requirements of Council Policy 4.0 and ratify an extension of the current master agreement with Markmen LLC, dba Chic Party Rentals, for the continued provision of event rental services during the solicitation process, increasing the contract amount by $32,000.
DISCUSSION:
Event rental equipment and related services are essential in the delivery of various City events throughout the year. These services enable the City to rent furniture and equipment, along with related setup and takedown services, to support meetings, ceremonies, special events, health fairs, and departmental projects.
City departments regularly utilize rental furniture and associated services for recurring City Council meetings, community meetings, conference center reservations, recognition ceremonies, and annual community events and festivals such as Memorial Day, Veterans Day, Earth Awareness Month, and Public Power Week celebrations.
To ensure continuity and availability of these services, Purchasing solicited proposals through the City’s procurement platform, which issued notification to numerous Approve Contracts for Event Rentals and Related Services November 18, 2025
vendors. Fourteen vendors downloaded the solicitation documents, and five initiated responses. Only two submitted complete proposals.
The Request for Proposals (RFP) sought as-needed event rental and related services for City departments that coordinate events throughout the year, with a key requirement that vendors be located within 10 miles of Anaheim City Hall, to ensure accessibility and efficient and timely delivery of services. The solicitation ensured that all bidders were evaluated thoroughly and fairly, and the evaluation was completed by three City staff members from three different departments utilizing these services. Proposals were evaluated based on six weighted criteria to ensure a comprehensive review process:
qualifications and experience, approach and availability, inventory and equipment condition, customer service and support, references, and free proposal.

2 Staff recommends awarding contracts to both proposers to meet the City’s diverse needs best. Maintaining agreements with both vendors provides flexibility and ensures availability of rental items when demand is high or when specific items are not available from one source.
The proposed agreements include a one-year base term, with up to four optional one- year renewals. Pricing was requested for a variety of rental supplies and equipment, including delivery and pickup services. The agreements include fixed pricing for each renewal year to reflect the vendors’ annual cost increases. The combined funding request is based on historical usage and anticipated additional events that may require these services.
IMPACT ON BUDGET:
The agreements are subject to available budget appropriations in various department budgets for the Fiscal Year 2025/26 budget. Future year renewals will be subject to Council’s approval of budget appropriations.
