CITY COUNCIL AGENDA REPORT
City of Anaheim

OFFICE OF THE CITY CLERK
DATE: NOVEMBER 18, 2025
FROM: OFFICE OF THE CITY CLERK
SUBJECT: APPOINTMENT TO THE PUBLIC UTILITIES BOARD, TERM ENDING DECEMBER 31, 2026 (MAYORAL APPOINTMENT),

UNSCHEDULED VACANCY
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE §84308 APPLIES: NO
RECOMMENDATION:

That the Mayor, through the nomination and appointment process, make an appointment to the Public Utilities Board with a term ending December 31, 2026.

DISCUSSION:

City boards and commissions (“commissions”) perform a valuable service to the City by providing a means by which the City Council can obtain the advice, opinions, and recommendations of City residents and other members of the community. The Public Utilities Board acts as an advisory body to the City Council relating to matters pertaining to the operation and conduct of the electric, water and other public utilities under the operation and/or management of the Public Utilities Department. Each member is directly nominated by and serves a term concurrent with the nominating elected official, which is ratified by an affirmative majority vote of the City Council.

Tanya Bilezikjian was appointed by Mayor Ashleigh Aitken to the Public Utilities Board on January 10, 2023 to a term ending December 31, 2026. Ms. Bilezikjian has advised that she is unable to complete her term and therefore an appointment to complete her term is necessary.

Pursuant to Section 54974 of the Government Code, the Notice of Unscheduled Vacancy was posted and has remained posted for ten working days.

IMPACT ON BUDGET:

Funds to support the work of the Boards and Commissions are budgeted by the City Departments providing support and liaison.
