CITY COUNCIL AGENDA REPORT
City of Anaheim

ECONOMIC DEVELOPMENT DEPARTMENT
DATE: DECEMBER 9, 2025
FROM: ECONOMIC DEVELOPMENT DEPARTMENT
SUBJECT: PARKING MANAGEMENT AGREEMENT FOR DOWNTOWN

CARPARKS WITH LAZ PARKING CALIFORNIA, LLC
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve a Parking Garage Management Agreement, in substantial form, by and between the City and LAZ Parking California, LLC for the management of Car Parks 2, 3, 5, and 6 with the initial annual cost of $438,324, for a two-year initial term, with eight one-year renewal options, and authorize the City Manager, or their designee, to execute and administer the agreement on behalf of the City, and authorize de minimis changes that do not substantially change the terms and conditions of the agreement, so long as the changes are determined to be de minimis by the City Attorney’s Office.

DISCUSSION:

The City of Anaheim owns multiple public parking garages that serve the Downtown and Center City area. Four of these facilities – Car Parks 2, 3, 5, and 6 – were built by the former Anaheim Redevelopment Agency and are now managed by the Economic Development Department, consistent with other Successor Agency assets. The garages provide daily parking for businesses and visitors within Center City. Collectively, these structures support a shared parking model that requires coordinated management to ensure safe, reliable and efficient operations. A map of Center City parking facilities is included as Attachment 2, with the list of Economic Development-managed garages summarized below:

Car Park 2 – 235 E. Center Street
Car Park 3 – 125 Center Street Promenade
Car Park 5 – 290 S. Lemon Street
Car Park 6 – 201 W. Broadway
The City contracts with a third-party parking operator to provide day-to-day management, maintenance, staffing, and customer service for the Downtown parking structures. The parking management agreement will expire on January 31, 2026. In August 2025, the City issued a Request for Proposals (RFP) for parking operator services. Six firms submitted complete proposals in response to the RFP: ACE Parking Parking Management Agreement for Downtown Carparks with LAZ Parking California, LLC.

III, LLC; LAZ Parking California, LLC; One Parking, Inc.; Parking Concepts, Inc.; Parking Veterans, Inc.; and VPNE Parking Solutions. The City’s current parking operator did not submit a proposal by the application deadline.

A review committee composed of staff from the Economic Development Department and the Convention, Sports and Entertainment Department evaluated the submissions based on experience with mixed-use public parking facilities, ability to implement the required scope of work, implementation plan, overall cost, and list of references. Based upon a thorough assessment of the written proposals and interviews, LAZ Parking California, LLC (LAZ) demonstrated the strongest alignment with the City’s operational, technical, and policy needs for managing the Downtown parking facilities.

A complete list of the review committee rankings is provided below:

1. LAZ Parking California, LLC

2. ACE Parking III, LLC

3. Parking Concepts, Inc.

4. One Parking, Inc.

5. VPNE Parking Solutions

6. Parking Veterans Inc.

LAZ brings more than four decades of experience in municipal parking operations and manages over 600,000 parking spaces for more than 120 government clients nationwide, including numerous Southern California cities such as Newport Beach, Santa Ana, Burbank, Glendale, Inglewood, Malibu, and West Hollywood. The review committee found that LAZ’s dedicated Government Services Division, staffed with subject-matter experts in municipal operations, provides a level of public-sector specialization not matched by other proposers. LAZ also demonstrated the most flexibility in integrating and transitioning Parking Access and Revenue Control Systems (PARCS), offering multiple pathways for modernizing equipment over time while maintaining operational continuity. Their interview responses reflected a strong understanding of Center City’s unique shared-parking environment, stakeholder mix, and operational considerations, and the proposed local management team includes individuals with prior experience managing Anaheim’s downtown garages. Collectively, these strengths resulted in LAZ receiving the highest overall evaluation score and being recommended for the award.

If approved, staff will begin working with the LAZ team immediately upon contract execution to ensure a smooth transition to the new parking operator. LAZ’s proposed transition plan includes a phased and collaborative approach designed to ensure minimal disruptions to ongoing operations. This includes an initial assessment of current systems and management practices, stakeholder engagement, technology integration, staff transition, and formal operational handover.

IMPACT ON BUDGET:

Sufficient funding is available in the Economic Development Department’s Fiscal Year 2025/2026 budget to accommodate the contract authority requested. Funding for future years is subject to City Council’s approval of budget appropriations.
