GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Approve an Agreement (Agreement), in substantial form, with PBLA Engineering, Inc. (PBLA) for professional design services for the Boysen Park Renovation Project - Phase 2, in the amount of $698,766, plus a 10% contingency; authorize and direct the Director of Community Services or designee, on behalf of the City, to execute the Agreement, and any other related documents and take such actions as are necessary to implement and administer the Agreement, and authorize de minimis changes that do not substantially change the terms and conditions of the Agreement, as determined by the City Attorney's Office; and

2. Determine that this action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15306 of Title 14 of the California Code of Regulations (Information Collection).

DISCUSSION:

Opened in 1959, Boysen Park is more than 60 years old and is used by the community for baseball, softball, exercising, soccer, picnicking, playground-use, and other activities.

Located in District 4, the park is approximately 24 acres and has not seen significant improvements in over 30 years. It has been well used but now requires significant updates to reflect the current needs of the community.

In September 2022, the City of Anaheim received a $15,000,000 State earmark for improvements to the park. Community Services staff worked with surrounding community members and stakeholders to identify needs and develop a community envisioned Master Plan. The vision includes sports field upgrades, new restrooms, a skate park, additional parking, lighting, covered picnic areas, walking paths, basketball courts, fitness equipment, and more. The estimated cost to construct the full Master Plan is approximately $30,000,000.

During the master planning process, the community requested that the park improvements be implemented in stages, allowing portions to remain open to the public during construction. In response, Community Services staff is realizing the project in phases, while actively seeking additional funding opportunities. Phase 1 includes the development of a new skate park, which is currently in the design stage and is anticipated to be completed in late 2026.

Phase 2 encompasses the northern 4.5-acre section of the park along Vermont Street.

Improvements will include an expanded parking lot, new restroom, basketball courts, new and expanded playground, shaded picnic area, walking paths, and more. Based on the Master Plan design, the estimated cost to construct Phase 2 is $9,500,000.

In October 2025, Community Services Department staff issued a Request for Proposals (RFP) to 41 consultants to provide proposals for design services, including Design Development, Construction Documents, and Construction Administration for Phase 2 of the park renovation. Proposal responses were received from seven firms. Below is a list of consultant firms and their proposed fees.

Consultant Fee
TKE $615,027
PBLA $698,766
Harris & Associates $953,376
KPFF $1,055,850
Stantec $1,080,935
PSOMAS $1,112,620
ARUP $1,420,100
Based upon evaluation rating review, and as established by Council Policy No. 4.1, a panel made up of three interdepartmental staff members, from Community Services, Public Works, and Public Utilities, reviewed and rated all submittals based on the desired criteria. After reviewing and rating all seven proposals, Community Services staff conducted interviews with the two top-rated firms, Stantec and PBLA.

Consultant Fee
Stantec $1,080,935
PBLA $698,766
The proposal by PBLA was found to best meet the requirements of the RFP and was deemed to be the most qualified and responsive firm for this project based on their understanding of the project, project approach, prior experience on like projects, qualifications of staff, and responsive scope of services. PBLA has over 15 years of experience designing public spaces with the qualifications to design and develop construction documents that will fulfill the community-envisioned Master Plan.

The Project is in line with the City’s Strategic Plan Goal A - Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds, Goal C - Invest in Infrastructure and Amenities, Strategy 2 - Continue proactive pursuit Award a Design Contract to PBLA Engineering, Inc. for Boysen Park Renovation Project – Phase 2 December 9, 2025
