RECOMMENDATION:
That the City Council, by Motion:
1. Approve Amendment Number One to Master Agreement Contract Number 106- 498228 with Greentech Landscape, Inc. authorizing a month-to-month extension basis for a maximum of three (3) months, in a monthly amount not-to-exceed $36,792.74 for a total of $110,378.22, inclusive of a 20% contingency (resulting in an amended cumulative contract amount not-to-exceed $760,568.95) for landscape maintenance serving the East Service Areas;
2. Approve Amendment Number One to Master Agreement Contract Number 106- 498291 with Parkwood Landscape Maintenance, Inc. authorizing a month-to- month extension basis for a maximum of three (3) months, in a monthly amount not-to-exceed $ 71,854.23 for a total of $258,675.24, inclusive of a 20% contingency (resulting in an amended cumulative contract amount not-to-exceed $ 1,317,406.58) for landscape maintenance serving the North Central and Central Service Areas; and
3. Authorize the Purchasing Agent, or designee, to execute all necessary contractual documents.
DISCUSSION:
The Purchasing Division, in coordination with the Community Services Department Parks Division, is in the process of rebidding landscape maintenance services for multiple parks and nature site areas throughout the City. The development of revised bid specifications and updated service area maps required more time than anticipated, creating the need to extend the current agreements to ensure continuity of services.
Greentech Landscape, Inc. currently services the East Service Areas under an agreement that expires on December 31, 2025, with a current monthly cost of $29,623.78.
Parkwood Landscape Maintenance, Inc. services the North Central and Central Service Areas under an agreement also expiring on December 31, 2025, with current monthly costs of $30,649.71 and $38,774.67, respectively. To avoid any lapse in landscape maintenance services while the new solicitation is completed and awarded, Purchasing contacted both vendors to confirm their willingness to continue services on a short-term basis.
Both vendors reported significant increases in operating costs since the last competitive solicitation, driven in part by rising fuel and insurance costs. Following negotiations, Staff secured a 3.5% increase to the existing service area pricing for the temporary extension, which aligns with the current change in the Consumer Price Index (CPI) for All Urban Consumers in Los Angeles- Long Beach- Anaheim, CA. As part of the temporary extension terms, the City will also cover the cost of irrigation components and materials, if repair or replacement is needed during the extension period.
The amendment amount was determined by applying the negotiated 3.5% CPI increase to each contractor’s current monthly service area pricing and adding a 20% contingency for potential irrigation material needs during the extension period.
Although staff does not anticipate the need for the full extension period, this action provides sufficient time to bring forward a new bid award recommendation.
IMPACT ON BUDGET:
Sufficient funds are available in the Community Services Department Fiscal Year 2025/26 budget.
