CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: DECEMBER 9, 2025
FROM: CITY MANAGER’S OFFICE
SUBJECT: APPROVAL OF RECURRING LIST OF COUNCIL

RECOGNITIONS
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the list of recurring annual recognitions.

DISCUSSION:

At the Council meeting of August 28, 2018, City Council amended City Council Policy

1.10 regarding recognitions and city proclamations in order to once again establish a list of recurring annual recognitions containing organizations or events that are historically honored by the City of Anaheim (City). The Council Policy further requires a list of recurring recognitions be presented to Council and adopted each December.

City Council Policy 1.10 provides guidelines and criteria for properly recognizing events, activities, and individuals that are significant to the City. This policy also provides procedures that address how proclamation and certificate requests are processed, while defining those types of events and activities that are not eligible.

All proclamations or certificates of recognition must relate specifically to an interest of the residents of the City of Anaheim and have a nexus to events, observances, or achievements occurring within the City. Additionally, proclamations and certificates of recognition may be adopted to recognize the achievements of individuals or groups with an Anaheim connection or to support and recognize the philanthropic works of those local Anaheim individuals or groups. The policy prohibits council recognitions for a number of circumstances, including matters of political controversy; ideological or religious beliefs; political campaigns of any kind; events or organizations with no direct relationship to the City; events contrary to City policies or any applicable law or regulation; campaigns intended for profit-making purposes; attempts to influence government policy; and certain holidays that don’t require independent recognition (Independence Day, Thanksgiving, etc.).
