CITY COUNCIL AGENDA REPORT
City of Anaheim
OFFICE OF THE CITY MANAGER
DATE: DECEMBER 9, 2025
FROM: CITY MANAGER’S OFFICE
SUBJECT: APPROVAL OF CHIEF OF POLICE APPOINTMENT AND
EMPLOYMENT AGREEMENT
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the appointment made by the City Manager of Manuel (Manny) Cid, III, to the position of Chief of Police, effective December 29, 2025, approve the associated employment agreement and authorize the City Manager to execute the agreement.
DISCUSSION:
Following the retirement announcement by our current Chief of Police, the City contracted with Public Sector Search & Consulting (“Consultant”), an executive search firm with extensive experience conducting recruitments exclusively for public safety, to lead a nationwide recruitment for the City’s 38th Chief of Police.
Prior to posting the position, the Consultant first met with the Mayor and all members of the City Council to gather feedback, capture the City’s needs and priorities, align key messaging, understand challenges, and define the ideal candidate, such as leadership qualities, experience, and community engagement. In addition to individual meetings with the City Council, the Consultant met with internal stakeholders, including all impacted bargaining units (APA, APMA, AMEA, and AFSCME) and members of the city’s executive team. During the process and prior to interviews, the City and Consultant gathered additional feedback to guide the search and shared information through a series of department meetings, one-on-one drop-in meetings, virtual community sessions (2), in-person community meetings (3), input surveys through QR Codes, and attending city council district meetings.
The recruitment resulted in highly qualified applicants, creating a very competitive process. Following initial interviews performed by the Consultant, eight candidates moved forward to the oral panels followed by three finalists emerging to the final stage.
Panels included a professional panel, community panel, city executive panel, labor panel, and city manager panel.
