system design process and can therefore make modeling decisions more quickly and confidently. Additionally, the Migration Toolset enhances the data quality assessments which identify critical targets for source data cleanup and automations to bulk clean and transform during the full migration. We stay aligned with Esri’s roadmap and vision to address all key requirements using ArcGIS Platform, with minimal or no dependency on third-party products.

Maximizing Value Through Advanced Use of ArcGIS Platform Our recent work at involved the generation of Knowledge Graphs from ArcGIS Utility Network and configuring ArcGIS Link Charts to visualize an Electric System Diagram showing the inter-connectivity between all stations and circuits, within a single screen, for planning and operational decision making.

Similarly, our work at is demonstrating potential outcomes in driving end-user experiences for solution acceptance with conversational AI for network tracing – the ability for end users to Chat with ArcGIS Utility Network to answer questions involving the execution of electric traces and asset summarization by circuit of interest. This new AI capability, developed by Avineon, has revealed many use cases that can benefit from the addition of AI tools for daily use in both planning and operations meeting IT security requirements.

3. CRITERIA THREE - Project Approach
Describe your firm's approach for implementing a Utility Network for the City IMPLEMENTATION PLAN*
Provide a description of how your firm will manage and implement all phases of the project, including the firm's approach and methodology to planning, organization, and management. Include how this approach is expected to achieve good results for the project.

Avineon will deliver Anaheim’s Utility Network migration through an iterative, phased approach methodology that balances speed with quality control. Each phase begins upon meeting pre-defined entry criteria with a short Start Kit (inputs, roles, calendar) and ends with a formal Exit Gate (evidence, sign-off) upon meeting the pre-defined exit criteria. Progress is demonstrated through working software and data, not slideware.

All work will be performed by a U.S.-based team; City staff remain in-the-steering position with clear visibility to approve key decisions and collaborate through time-boxed responsibilities and modern collaboration tools such as Smartsheet or Teamwork as preferred by the City.

The figure below illustrates the proposed implementation plan based on Avineon’s experience with delivering similar engagements successfully on-cost, on-schedule, and quality. The timeline will be adjusted according to City’s requirements and dependencies and preferred pace of execution—budget, schedule, and quality constraints as a part of contracting agreement. Design Meetings
A key component of Phase 1 is a series of design meetings to support the City in arriving at decisions related to ArcFM Electric Utility Network Data Model, ArcFM XI Software, and integrating details with systems such as Minsait ACS OMS and Oracle WACS.

Avineon emphasizes the active participation of subject matter experts from ACS OMS and Oracle WACS in testing the Utility Network data delivered by Avineon—starting in Month 2 and continuing through Month 5. This collaboration is critical to achieving Go-Live Readiness by Month 5, unless the City desires a lengthier engagement.

To support this, Avineon requests the City to ensure that OMS and WACS stakeholders attend the planning meeting in Month 1 and confirm their commitment to support the ArcGIS Utility Network migration.

All testing will be conducted using pre-defined checklists, enabling the City to:
• Test and validate data
• Review system behavior
• Provide formal sign-off
Including OMS and WACS testing in Iterations 1 through 4 offers valuable insights into data cleanup activities that may be required to ensure a timely and successful cutover.

Avineon proposes to initiate Phase 4 activities in Month 1, focusing on the drafting of the Transition Plan and User Acceptance Testing (UAT) Plan. These documents will continue to evolve through Months 2, 3, and 4, incorporating feedback and refinement.

Transition Plan
The Transition Plan at a minimum will detail:
• Anticipated changes across environments, user experience, business processes, workflows, and procedures • Strategies for managing organizational and technical change • Training and resource requirements
• Recognition of key commissioning and decommissioning activities • Roles and responsibilities for City and Avineon teams [AVINEON, INC.] RESPONSE DOCUMENT REPORT

• Knowledge transfer point of contacts
• Operational transition checklist
UAT Plan
The UAT Plan at a minimum will define:
• User groups and testing teams
• Test cases, cycles, testing methods, and ownerships
• Entry and exit criteria for each test phase
• Sequencing approach for tests across office and field environments • Performance benchmarks for comparison with current state • Metrics that drive user acceptance and readiness for cutover Active participation from OMS and WACS teams is essential in developing and finalizing Transition and UAT plans to ensure completeness and alignment with downstream system requirements.

Avineon recommends a formal sign-off on the Transition Plan and UAT Plan by Month 3, a key pre-requisite leading to the Data Model Freeze.

Data Model Freeze
Based on Avineon’s experience, the Phase 2 objectives—including completion of the Utility Network Model Design and achieving Data Model Freeze—cannot be met without testing the migrated data, its configuration, and downstream system consumption. Therefore, Avineon recommends executing Phases 2 through 5 in parallel, using a minimum of five iterations. Each iteration typically spans one month and enables continuous progress across:
• Data assessment
• Data cleansing
• Data modeling

• Configuration and testing
The following table summarizes the primary purpose for each iteration:

Iteration Purpose
1 To identify data model adaptations and changes needed to configurations. 2 To validate the mapping, migration, and transformations. 3 To pass System Testing.
4 To pass User Acceptance Testing.
5 To freeze source database and migrate the data for cutover.

This approach provides the City with hands-on access to Utility Network data as early as Month 2, which has consistently led to high user acceptance in past implementations.

Cutover Plan
Work on the Cutover Plan will begin in Month 3, with sign-off targeted for Month 6. The Cutover Plan will serve as a step-by-step playbook to transition from the current GIS environment to the Utility Network. It will include:
• Sequence of cutover tasks
• Responsible parties for each cutover task
• Expected actions and locations of execution
• Contingency plans for incomplete or delayed steps
• Technical tasks, communication protocols, and governance procedures Avineon will assist in drafting this plan with maximum detail, ensuring all stakeholders—including OMS and WACS teams—can contribute their specific steps for a successful GIS cutover.

Training
Avineon’s Training Approach is designed to build Utility Network proficiency progressively across the project lifecycle. It begins with [AVINEON, INC.] RESPONSE DOCUMENT REPORT

introductory Utility Network training, followed by continuous hands-on training for the project team using ArcGIS Pro to explore and validate deliverables from Iterations 1, 2, and 3.

While Esri’s official Utility Network training classes are highly recommended, attendance is optional. Avineon encourages key City personnel to participate and deepen their understanding of Utility Network concepts and best practices.

As the project approaches User Acceptance Testing (UAT), Avineon will deliver End User Training to equip the testing team with the skills needed to perform functional and performance testing effectively.

A successful example of Avineon’s training delivery is the Eversource Energy (Electric GIS) project, where over 75 GIS Editors were trained through a combination of on-site and online sessions across four locations over three months, ensuring readiness for cutover.

Avineon developed the curriculum, training materials, and manuals for this engagement in addition to the delivery.

One of the key lessons learned is the importance of structured and lean training materials. Avineon proposes the use of Quick Reference Guides (QRGs)—concise, practical documents that support both training and remain useful during daily operations. QRGs will be developed for frequently used workflows, including:
• Main line extensions
• Subdivisions
• Services
• Lighting
These guides will help GIS Editors gain confidence in using the system and serve as a critical building block for user readiness.

To ensure training effectiveness, Avineon will conduct a post-training survey to gather feedback and identify any follow-up actions needed to support successful adoption.

Environment Management
Environment management is a critical component of Avineon’s implementation plan. This work involves packaging, deployment, and promotion of deliverables across multiple environments, ensuring consistency, stability, and readiness for production.

Avineon recommends this be a joint activity between Avineon and the City’s technical resources, as outlined during the planning meetings. Avineon brings deep expertise and best practices across all layers of GIS infrastructure, including:

• Database servers
• Application servers
• Networking and security
• Application configurations and customizations
This expertise is drawn from Avineon’s decades-long experience delivering GIS Managed Services across a wide range of utility and government projects.

Notable examples from recent projects include:
• City of Morganton: Avineon collaborated with City staff to upgrade ArcGIS Enterprise, create the Utility Network Geodatabase, and promote work across environments.
• Eversource Energy: Avineon partnered with the customer’s IT teams and Esri to architect and deploy infrastructure across four environments, supporting over 12 geodatabases and approximately 50 servers, enabling thousands of GIS users across three states.

This collaborative approach ensures that environment management is not only technically sound but also aligned with operational needs and stakeholder expectations.

The following sections describe the delivery principles, governance and cadence, and recommend controls for proposed implementation plan.

3.1.1 City Involvement: Typical Level of Effort
• Hands-on access to Utility Network data begins in Month 2, with five planned iterations delivering progressively validated results.
• Each iteration concludes with: review meetings to evaluate progress and live demos to showcase functionality • Sign-off on acceptance checklists or backlog of follow-ups • City participation is structured and predictable, ensuring commitments remain feasible while maintaining shared ownership of outcomes.

3.3.6 Risk, Issue, and Change Management
• Risk register opened at kickoff with Anaheim-specific risks (data cleanup timing, reader endpoints, promotion readiness, staff availability, platform constraints, cutover). Each risk has an owner, mitigation, and review date. • Issues are triaged by severity with published response targets (see SLA above). • Change control: weekly change board during active migration; any change with potential >±10% impact on time/cost requires options analysis, acceptance of trade-offs, and—if approved—formal re-baseline.

3.3.7 Quality and Risk Controls
• Acceptance gates each phase with evidence (examples: trace results, validation error counts, performance checks) so progress is measurable and defensible.
• Issue resolution tracking across iterations to keep the schedule honest and make City cleanup predictable. • Trace-led UAT so end users see operational value early (not only schema correctness). • Cutover rehearsal + rollback so the ≤1-week downtime target is realistic, not aspirational. • Delta-from-foundation modeling to keep future upgrades simple and integrations stable. —one of the largest Utility
Network implementations worldwide.

Originally reliant on manual evaluations conducted multiple times prior to final migration, Avineon’s methodology has evolved into a continuous, automated, and semi-automated process. In current Utility Network projects, data is assessed on a daily and weekly basis, with anomaly reports made available to GIS Editors. This feedback loop not only validates source data but also enhances editor engagement by highlighting their contributions to migration readiness.

Data cleanup efforts often address enhancements rather than traditional quality issues. These updates are critical to unlocking the full potential of the Utility Network and may involve aligning the ArcGIS Utility Network data structure with Minsait ACS OMS integration requirements.

Beyond migration-focused evaluations, we recommend incorporating criteria that support editing, visualization, analytics, system integrations, and AI capabilities. These elements are essential for maximizing long-term value and operational efficiency within the Utility Network.

Evaluation Criteria Description
No Data Loss Is data coming over without loss?
Editing, View, and Analytics
Experiences
Is the loading resulting in data within Utility Network database that can support editing, viewing, tracing, and analytics such as subnetwork summaries?
Integrations and AI Alignment Is the loading resulting in population of primary and foreign keys, circuit connectivity, required fields essential for integrations and aligned for leveraging AI capabilities?
Avineon’s data evaluation process is based on the configuration and scheduled execution of key tools deployed on the City’s GIS infrastructure. These tools systematically review existing GIS data to identify quality issues and gaps in alignment with Utility Network standards:
• ArcGIS Data Reviewer with Utility Network ruleset, scheduled to run daily on the current GIS environment. • Esri’s Utility Network Migration Tools, also scheduled for daily execution.

Subnetwork Features Requiring Updates (Requires Manage Is Dirty) • Subnetwork Features Requiring Updates (Requires Manage Is Dirty) Avineon supports the setup and configuration of data evaluation tools and actively monitors their execution throughout Phases 2 through 4, continuing until final migration. If available, Avineon will utilize the City’s existing ArcGIS Data Reviewer and ArcGIS Interoperability licenses. Alternatively, Avineon will request authorization to install its data migration tools on City-hosted servers for the duration of the project.

While it is technically feasible to perform data assessment and migration on Avineon’s servers—with City authorization to access a copy of the data—this approach is not preferred, primarily due to operational efficiency considerations.

During the evaluation process, Avineon categorizes identified data anomalies into three distinct backlogs:
• Source Environment Cleanup (Before) – Issues to be addressed by the City within the existing GIS environment prior to migration.
• Migration-Time Fixes (During) – Anomalies resolved by Avineon during the migration process, including transformations outlined in Section 4.3.
• Post-Cutover Adjustments (After) – Remaining issues that can be addressed by the City after the system cutover.

This structured approach ensures transparency, shared responsibility, and continuous progress toward Utility Network readiness.

UTILITY NETWORK MODEL DESIGN*
Describe the methodology your firm would use to complete Utility Network Model Design that will meet the needs of the City.

Based on Avineon’s experience with similarly sized electric utilities and GIS Editors, the ArcFM Electric Utility Network Data Model offers significant advantages—even without requiring commitment to ArcFM XI software—compared to Esri’s ArcGIS Foundation or Essentials models.

Following an initial review of the City’s current data model and GIS data, Avineon will recommend one of the following options as the starting point for the Utility Network Model Design:

1. ArcFM Electric Utility Network Data Model – Offers robust structure and industry alignment without requiring ArcFM XI software.

2. Custom Data Model – Tailored to match the City’s current asset groups, types, and field configurations minimizing change.

3. ArcGIS Electric Utility Network Essentials Model – A simplified model suitable for basic electric network implementations.

4. ArcGIS Electric Utility Network Foundation Model – A comprehensive Esri-provided model designed for full Utility Network capabilities.

Regardless of the option chosen, Avineon will rename the asset groups and asset types to align with City’s practices for managing change.

During Phase 2 – Iteration 1, Avineon will map the City’s current data and schema to the selected model, based on documented justification and City endorsement. This mapping will include:
• Asset groups and types
• Fields, domains, and values
• Required data model adaptations to minimize disruption to existing business processes and integrations [AVINEON, INC.] RESPONSE DOCUMENT REPORT

• A physical data model reflecting these adaptations
• Migration relationship strategies and transformation specifications for associations, containments, and terminals Avineon will share examples of successful transformations from other customer implementations in the following section.

The proposed model will undergo testing through the migration and loading of 100% of the City’s current GIS data. Avineon will:
• Initialize subnetwork connectivity
• Configure Audit Map essentials to highlight rule violations • Facilitate a guided walkthrough session for City stakeholders • Support independent review by City experts and downstream system teams This process will be iterative, with a minimum of four refinement cycles expected to reach the Data Model Freeze milestone. Each cycle will incorporate improvements to the model, validation of current state data, and alignment with Utility Network requirements across Phases 3, 4, and 5. The focus will be on the utilization of Tiers, Subnetwork Controllers, Network Categories, Network Attributes, Subnetwork Propagators, and Subnetwork Summaries to City’s expectations.

DATA TRANSFORMATION*
Provide the process your firm would take to transform electric data from a Geometric Network into the Utility Network.

Avineon’s experience with Utility Network migrations has shown that the required data transformations are highly dependent on key factors such as:
• Current state drafting practices
• Target state drafting standards
• Utility Network capabilities selected for implementation • Network analytics and operational needs
• Expectations of downstream systems and integrations

These factors vary by customer, and clearly defining expectations is essential to balance transformation scope and effort. For example:
• For , Avineon implemented the automated generation of service lines to meet ADMS integration requirements.
• For , Avineon implemented transformations to re-organize Feeder Net Junctions into relevant Junction Asset Types.
• For , Avineon and Timmons implemented many transformation to normalize the inconsistencies from pre-merger data models into a standardized model in the Utility Network. • For , transformations included: (1) generation of poles at streetlights, which were previously represented by a single point; (2) offsetting lines away from poles to improve consistency—achieved through a mix of manual, semi-automated, and automated methods; (3) introducing open points into the network connectivity at switchable devices; and (4) integrating fuses from non-GIS data sources into the Utility Network connectivity model.

While some transformations are essential for Utility Network compliance, others—like ’s line offsetting —are driven by business goals such as alignment to drafting standards, data quality and analytics.

Across electric utility projects, Avineon performed transformations such as:
• Generation of unit records
• Creation of structural attachment associations based on proximity • Containerization of equipment at vaults, switchgears, and substations • Assignment of standardized equipment numbers using attribute combinations • Generation of non-spatial connectivity based on rule logic • Improvement of positional and spatial accuracy for structures and assets • Enhancement of map readability through symbology, annotation, and labeling

For the City of Anaheim, Avineon will assess the current state data to identify transformation requirements, categorized as must- haves and nice-to-haves. The transformations approved by the City will be implemented and refined iteratively across the four planned implementation cycles, culminating in their application during the final migration phase.

TESTING OF THE UTILITY NETWORK*
Describe your approach for testing of the Utility Network and how you will demonstrate that all components are ready for production.

Avineon’s approach to Utility Network migration, as described in Section 3.1, is rooted in continuous verification and validation, guided by the principles of alignment and clarity in measurement. • Alignment ensures that data and application functionality evolve in a way that promotes user acceptance. • Measurement involves defining qualitative and quantitative test cases that govern entry and exit criteria for critical tasks throughout the project lifecycle.

The testing for Utility Network includes the following and will be expanded to align with City’s expectations:
• Attribute rules are resulting in adequate levels of productivity • Visible fields are configured for optimal user experience within the ArcGIS Pro project • Feature templates have the required default values and combination of features • Associations and terminals are aligned for electric flow • Subnetwork controllers are assigned correctly
• Subnetwork management is resulting in correct assignment of Circuit ID and ID2 • Connectivity rules are tuned for City’s data requirements • Electric Tracing by phase, voltage, and status is functioning as expected • Diagram Template produces usable output
The UAT Plan will include:

• Walk-throughs of work in progress – Collaborative reviews to validate interim deliverables. • Informal hands-on testing – Early access for City users to explore and provide feedback. • Formal testing cycles – Structured testing based on predefined test cases and checklists. • Defect management – Tracking, categorization, prioritization, and resolution of issues. • Quality control and assurance – Internal validation before deliverables are shared with the City.

The scope of testing activities includes:
• Data Model Validation – Ensuring the model aligns with business rules and system requirements. • Data Acceptance Testing – Verifying the accuracy and completeness of migrated data. • GIS Functional Testing – Confirming expected behavior of GIS tools and workflows. • GIS Non-Functional Testing – Assessing performance, scalability, and usability. • Integrated Systems Testing – Validating data flow and functionality across OMS, WACS, and other systems.

Avineon’s responsibilities extend beyond execution to include quality control and assurance prior to City review. For formal test cycles, Avineon will prepare testing checklists for City approval and ensure all work products are verified and validated accordingly.

For defect tracking, Avineon typically uses Zoho Projects, unless the City prefers an alternative system. All findings reported by the City will be categorized as:
• Severity 1: Must-have to go-live
• Severity 2: Workarounds exist and acceptable
• Severity 3: Nice to have and can be addressed in the future As work is promoted across environments, Avineon conducts:
• Smoke Testing – To confirm basic functionality and stability in each environment. • Regression Testing – To ensure previously resolved issues remain fixed and no new issues are introduced. [AVINEON, INC.] RESPONSE DOCUMENT REPORT
