FROM: POLICE DEPARTMENT
SUBJECT: RATIFY THE SUBMISSION OF THE FISCAL YEAR 2026

APPLICATION FROM THE DEPARTMENT OF ALCOHOLIC
BEVERAGE CONTROL AND ACCEPT THE GRANT AWARD
IN THE AMOUNT OF $30,000
ATTACHMENT (Y/N): YES ITEM # 16
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, ratify the submission of the grant application and authorize the Chief of Police, or his designee, to accept the grant award on behalf of the City of Anaheim from the Department of Alcoholic Beverage Control (ABC) to participate in the FY 2026 Alcoholic Beverage Control (ABC) Grant Program; and authorize the City Manager or designee to execute the grant agreement and all documents necessary to implement and administer the grant agreement; and increase the Police Department’s FY 2025/26 revenue and expenditure appropriations by $30,000, commensurate to the grant award.
DISCUSSION:
The funding from the ABC grant will enable the department to expand its current efforts to ensure compliance with underage drinking laws and address alcohol-related problems affecting our local community. By implementing various grant strategies, the department hopes to significantly curb underage alcohol consumption, leading to a reduction in violation rates within the city, as well as a decrease in fatalities and injuries associated with alcohol.
The Anaheim Police Department’s goal is to ensure ABC-licensed establishments operate within the law and do not contribute to secondary harmful effects in the surrounding community and among our youth population. The ABC grant will provide funding to support overtime for the department’s Southwest Community Policing Team to conduct minor decoy operations, shoulder tap operations, Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) inspections, and holiday enforcement operations.
The ABC grant aligns with the City’s and Police Department’s goals of improving the quality of life for our residents, businesses, and visitors. The department will identify areas where complaints have been received from community members, schools, parents, Ratify the submission of the Fiscal Year 2026 Alcoholic Beverage Control Grant Program Application and accept the grant award December 16, 2025
and school resource officers regarding locations or individuals who furnish persons under the age of 21 with alcoholic beverages. The grant will also assist in addressing priority areas experiencing a high volume of criminal activity where alcohol sales are involved or potentially a contributing factor.
IMPACT ON BUDGET:
FY 2025/26 revenue and expenditure appropriations will be increased by $30,000 in the Police Department’s Restricted Law Enforcement Grant Fund. There is no local match requirement.
Respectfully submitted,
Rick P. Armendariz
Interim Chief of Police
