HOUSING AUTHORITY AGENDA REPORT
City of Anaheim
HOUSING AND COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: DECEMBER 16, 2025
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: HOUSING SUCCESSOR ANNUAL REPORT
ATTACHMENT (Y/N): YES ITEM # 01
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, receive and file the Housing Successor Annual Report regarding the Low and Moderate Income Housing Asset Fund for Fiscal Year 2024-25, and authorize the Executive Director, or her designee, to submit the Annual Report as a part of the City’s annual report on the City of Anaheim’s General Plan, submitted to the State Department of Housing and Community Development pursuant to Government Code Section 65400, and post the report on the City’s website.
DISCUSSION:
Parts 1.8 and 1.85 of the California Health and Safety Code, as modified by the Supreme Court's opinion in California Redevelopment Association, et al. v. Ana Matosantos, et al., (Case No. S194861) and as amended by Assembly Bill 1484 and other subsequent legislation (together, the Dissolution Law), mandated the dissolution of all California redevelopment agencies as of February 1, 2012. The Dissolution Law also established a process for selecting successor agencies to administer the winding down of the affairs of the former agencies.
On January 24, 2012, pursuant to the Dissolution Law, the City Council elected to designate the City of Anaheim as the Successor Agency to the Anaheim Redevelopment Agency (former Agency). In addition, the City Council elected not to assume the responsibility of performing the former Agency’s housing functions, instead appointing the Anaheim Housing Authority (Housing Authority) to serve as the housing successor (Housing Successor). The Housing Authority subsequently accepted this designation.
On October 13, 2013, the Governor signed Senate Bill 341 (SB 341) into law, amending provisions of the Dissolution Law, in particular those relating to housing successors. SB 341 amended the former annual housing reporting requirements, which were previously due to both the State Controller and the Department of Housing and Community Development, while Redevelopment Agencies were active and established affordable housing requirements to be performed by housing successors effective January 1, 2014.
Housing Successor Annual Report
December 16, 2025
Under SB 341, housing successors are required to maintain and deposit funds into a Low and Moderate Income Housing Asset Fund (LMIHAF), which is subject to the amended requirements of the Dissolution Law. Further, under SB 341, housing successors have annual auditing and reporting obligations that are to be completed within six months after the end of the fiscal year, starting with FY 2013-2014. The Authority has prepared the attached Housing Successor Annual Report (Annual Report) for the prior fiscal year, focusing on the LMIHAF and the activities of the Housing Successor. The Annual Report sets forth certain details of the Anaheim Housing Authority’s activities during Fiscal Year 2024-2025, as required by Section 34176.1(f) of the Dissolution Law. These details include information on available funds, affordable housing expenditures, and the development status of affordable housing assets. The Annual Report is intended to provide the Governing Board of the Housing Successor with a comprehensive overview of the management and use of housing assets and activities of the Housing Successor in compliance with Dissolution Law.
The LMIHAF fund balance for Fiscal Year 2024-25 is $16,794,545. Approximately $22,615,135 was expended for property acquisitions and relocations, gap financing loans, environmental assessments and clean-up, demolition of structures, and asset management. The City contributed $3,000,000 from the Neighborhood Reserve Fund to assist with the purchase of the Rainbow Inn Motel on Beach Boulevard and the LMIHAF covered the balance of the acquisition costs along with demolition, relocation and security and property maintenance costs. Other LMIHAF expenditures included gap financing for projects such as the Beach-Lincoln Inter-generational Rental Housing Project and the Azure Permanent Supportive Housing Apartment Community.
The Annual Report requires that the former Agency’s pre-dissolution Implementation Plans be made available to the public on the City’s website. The Annual Report is based upon information prepared by Housing Successor staff and information contained within the independent financial audit of the LMIHAF included in the City of Anaheim’s Annual Comprehensive Financial Report for Fiscal Year 2024-2025 as prepared by KPMG, LLP. This Report conforms with and is organized into sections I through XI, pursuant to Section 34176.1(f) of the Dissolution Law.
