HOUSING AUTHORITY AGENDA REPORT
City of Anaheim
HOUSING AND COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: DECEMBER 16, 2025
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH
UNIVERSITY OF MASSACHUSETTS GLOBAL FOR TRAINING,
LEADERSHIP DEVELOPMENT, AND ORGANIZATIONAL
DEVELOPMENT SERVICES
ATTACHMENT (Y/N): YES ITEM # 02
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the Governing Board of the Anaheim Housing Authority, by Motion, approve a Professional Services Agreement with the University of Massachusetts Global (UMass Global), a nonprofit training and organizational development consultant, for leadership coaching, management skills training, employee survey services, and organizational development support in an amount not to exceed $100,000, for an initial two-year term ending December 18, 2027 with an optional one-year renewal, and authorize the Executive Director to execute and administer the Agreement on behalf of the Anaheim Housing Authority.
DISCUSSION:
The Anaheim Housing Authority (Authority) is responsible for administering several state and federally funded housing programs in accordance with strict regulatory requirements. In recent years, the Authority has experienced significant organizational transitions, including the planned retirement of key management personnel and the onboarding of new supervisors who are in the process of growing into their supervisory roles as they assume new responsibilities within the Authority. These changes have highlighted the need for structured leadership development, targeted coaching, and organizational support to ensure continuity, strengthen management capacity, and improve internal communication and performance.
In January 2025, the Authority contacted three professional organizational development consultants recommended by the Human Resources department. The vendors had previously undergone a selection competition and were working with the City’s HR to provide various professional development and team-building trainings. Of the three firms solicited, one was non-responsive. Of the two responsive firms, UMass Global demonstrated the strongest qualifications, depth of expertise, and alignment with the Authority’s identified needs.
Professional Services Agreement- University of Massachusetts Global December 16, 2025
To assess the state of the department and to serve as a benchmark, UMass Global was first brought on to conduct an employee survey. The survey provided valuable insight into staff experiences, organizational dynamics, and areas where additional support and development were needed. The findings from this assessment directly informed the Authority’s decision to contract again with UMass Global to provide targeted leadership development, coaching, and training services that address the needs identified in the survey and support the continued growth of supervisors and staff. UMass Global’s scope of work will include a comprehensive suite of services, such as:
Leadership development workshops covering team development, feedback strategies, conflict resolution, and supervisory skill building; Individual and group coaching services for new and existing supervisors to strengthen leadership abilities and support succession planning; The Core Strengths (SDI) assessment and training program, which enhances communication, collaboration, and conflict management;
A follow-up employee survey and comparative analysis to measure organizational progress relative to the 2025 baseline; and Customized organizational development consulting based on identified departmental priorities.
The Authority believes these services are essential to maintain operational effectiveness, especially during a period of leadership transition and evolving program demands.
UMass Global’s tailored approach—drawing on real-time staff input, prior survey data, and industry-leading development tools—will support a consistent, structured, and sustainable framework for management development across the department.
Additionally, UMass Global will conduct another survey at the end of 2026 to provide an updated assessment of staff feedback, organizational culture, and overall departmental progress.
Staff requests approval to enter into a Professional Services Agreement with UMass Global with the goal of strengthening the Housing workforce and ensuring the Authority is provided with the resources to effectively meet its programmatic and operational responsibilities.
IMPACT ON BUDGET:
Services provided under the Agreement will be funded by eligible administrative funds available to the Anaheim Housing Authority and are included in the Housing & Community Development Department’s FY 2025/26 budget.
Respectfully submitted,
Grace Ruiz-Stepter
Executive Director
