DISCUSSION:

In June 2024, the State of California, through the Office of the Governor and his California Volunteers initiative, awarded the City of Anaheim $1,822,753 to implement the CaliforniansForAll Youth Service Corps. The Youth Service Corps is an innovative partnership between the State of California and local government to help underserved youth find employment. Through the program, young people in cities across California have gained critical job skills while making a positive, lasting impact in their communities, focusing on climate change, food insecurity, education, and public service.

Subsequently, the City subcontracted with its two procured youth services providers to implement the Youth Service Corps program: Orange County Conservation Corps and CAYSC Agreement Amendments with Orange County Conservation Corps and Taller San Jose Hope Builders December 16, 2025

Taller San Jose Hope Builders. Both providers have successfully served youth ages 16 to 30 under this program.

The State has amended its agreement with the City to increase the Youth Service Corps award by $1,981,249, bringing its total to $3,804,002, and extending its term to December 31, 2026. Consequently, staff requests amendment of agreements with the current youth services providers, Orange County Conservation Corps and Taller San Jose Hope Builders, for amounts not to exceed $1,203,786 and $2,085,525, respectively, and to extend their terms to December 31, 2026.

IMPACT ON BUDGET:

Youth Service Corps grant funds are included in the Housing and Community Development Department’s FY 2025/26 budget and are restricted for such programs.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
