CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: DECEMBER 16, 2025
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE CONTRACT FOR UNIFORM RENTAL SERVICES
WITH UNIFIRST CORPORATION DBA SPECIALTY APPAREL
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve Contract Number MA 106-498356 with UniFirst Corporation, dba Specialty Apparel, in an annual amount not to exceed $350,000, for uniform rentals and related services for Anaheim Convention Center personnel for a thirty-six month term with three optional one year renewals (cumulative contract in the amount $2,100,100); and authorize the Purchasing Agent to execute all necessary contractual documents related to the agreement including renewal options, in accordance with Cooperative Contract Number # 011124-UFC between Sourcewell and UniFirst Corporation.
DISCUSSION:
Currently, the Anaheim Convention Center (ACC) relies on internal staff to oversee the procurement, fitting, distribution, and replacement of employee uniforms. This model has become increasingly inefficient due to the administrative workload, ongoing inventory management requirements, and the need for continual uniform upkeep to ensure a consistent and professional appearance. The in-house process also requires maintaining tracking garment lifecycles and coordinating individual replacements, which results in significant time and resources.
By contracting with a professional uniform rental service, the ACC will benefit from consistent, high-quality uniform presentation that aligns with industry standards and ACC’s commitment to customer service and professionalism. In addition, operations are streamlined, as the vendor will manage fittings, cleaning, repairs, replacements, and inventory controls. Transitioning to a vendor to provide uniform rental programs align with ACC’s best operations practices in the convention and hospitality industry.
A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Using a cooperative agreement also streamlines the procurement process by relying on a competitively awarded Approve Contract for Uniform Rental Services

contract, significantly reducing staff time and accelerating contract implementation. This approach supports operational continuity and ensures the timely delivery of services for the Anaheim Convention Center.
IMPACT ON BUDGET:
Sufficient funds are available in the Convention Center’s Fiscal Year 2025/26 budget.
Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Deborah A. Moreno Thomas Morton, Executive Director
Finance Director/ City Treasurer Convention Center, Sports, and Entertainment
