GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve a Professional Services Agreement with Avineon, Inc., in substantial form, for GIS consulting services to support the migration of Electric Utility GIS data to the ArcGIS Utility Network (Agreement) for a one-year base term with an optional one-year extension, in an amount not to exceed $175,800 for the term of the Agreement including any extensions, plus a 20% contingency for as-needed extra services.

DISCUSSION:
The City of Anaheim (City) Public Utilities’(APU) Geographic Information System (GIS) data currently uses the Esri geometric network model. Esri has deprecated this model and has transitioned support to the next-generation ArcGIS Utility Network platform, which provides enhanced asset modeling, real-time network tracing, and improved integration with other software, such as outage management and work order systems. This migration is a critical initiative and will support increased resiliency, efficiencies, and improved customer response capabilities.
The City seeks a professional services firm with the technical expertise required for this project. The Finance Department solicited proposals through the City’s procurement platform, which issued notifications to numerous vendors. Ten vendors downloaded the solicitation documents, and seven submitted completed proposals.
Approve Professional Services Agreement with Avineon, Inc. for GIS Consulting Services December 16, 2025
The Request for Proposals (RFP) sought consulting services to support the migration of APU’s existing GIS data and workflows to the Esri Utility Network (UN) platform. This includes data assessment, model design, data transformation, configuration, testing, and deployment support.
The solicitation ensured that all bidders were evaluated thoroughly and fairly, and the evaluation was completed by three City staff members representing GIS and APU.
Proposals were evaluated based on five weighted criteria to ensure a comprehensive review process: Firm Background and Experience, Qualifications and Experience of Project Team, Project Approach and Methodology, Implementation Services, and Price Proposal. Avineon, Inc. and subcontractor Timmons Group are recognized implementers specializing in Utility Network deployment and conversions and are well qualified to lead this effort.
The final rankings are as follows:
Vendor Ranking
Avineon, Inc. 1
POWER Engineers, Inc. 2
SSP Innovations, LLC 3
TRC Engineers, Inc. 4
HDR Engineering, Inc 5
PSA Ventures LLC 6
Geoscope Analytics 7
The proposed Agreement is for a one-year base term with an optional one-year extension. Staff is also recommending a 20% contingency to cover any unforeseen needs or unexpected extra costs.
IMPACT ON BUDGET:
Sufficient funds are included in APU’s Fiscal Year 2025/26 restricted Electric Utility Fund budget, and future years will be subject to City Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Deborah A. Moreno Dukku Lee
Finance Director / City Treasurer Public Utilities General Manager
