CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: JANUARY 13, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: WIOA AGREEMENT BY AND BETWEEN THE CITY OF

ANAHEIM AND TALLER SAN JOSE HOPE BUILDERS
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve a Workforce Innovation and Opportunity Act Agreement by and between the City of Anaheim and Taller San Jose Hope Builders dba Hope Builders, in an amount not to exceed $555,987, for a term beginning July 1, 2025 through June 30, 2027, to assist local disadvantaged youth to prepare for joining the workforce; and authorize the Director of Housing & Community Development, or her designee, to execute and administer the agreements on behalf of the City.

DISCUSSION:

The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under WIOA to provide a range of services to adult, dislocated worker, and youth job seekers.

The State allocates Workforce Innovation and Opportunity Act (WIOA) program funds to the City through a Subgrant Agreement. The Subgrant Agreement for Program Year 2025–2026 was approved by the City Council on September 23, 2025, and includes funding dedicated to youth services. Youth services authorized under WIOA include tutoring, workforce preparation and training, occupational skills training, and paid work experience.

The Anaheim Workforce Development Board (WDB) is responsible for competitively selecting youth services providers capable of delivering services in alignment with State WIOA requirements. Following a deliberative and competitive review process, Hope Builders was selected to operate a comprehensive Youth Development Program for WIOA-eligible youth ages 18–24. Hope Builders’ selection was based on the strength of its proposed program design and implementation plan, demonstrated organizational capacity and past performance, and the overall reasonableness of proposed costs.

Under the Program, economically disadvantaged WIOA-eligible Youth will receive services designed to prepare them for continued education, job training, and a successful transition into the workforce. Upon recommendation by the Anaheim Youth Committee, a subcommittee of the Anaheim Workforce Development Board (WDB), the WDB approved the selection of Taller San Jose Hope Builders (TSJHB) to operate the Program.

The WIOA agreement with TSJHB supports the City’s Strategic Plan Goal F: Promote Economic Development and Tourism, Strategy 6: Form partnerships with local businesses to address workforce development.

The Agreement will provide TSJHB $555,987 in WIOA funding for program year 2025-

26. The contract term is from July 1, 2025 through June 30, 2027. The effective date is retroactive because the funds under the WIOA Subgrant Agreement are available retroactively from that date.

IMPACT ON BUDGET:

Workforce Development Division grant funds are included in the Housing and Community Development Department’s FY 2025/26 budget and are restricted for such programs. Future years will be subject to Council approval of budget appropriations.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing & Community Development
