CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 13, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: FIRST AMENDMENT TO AGREEMENT FOR CIVIL

ENGINEERING DESIGN SERVICES WITH KOA CORPORATION

FOR THE CITYWIDE SAFE ROUTES TO SCHOOL (SRTS)

SIDEWALK GAP CLOSURE PROJECT
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the First Amendment to Agreement (Agreement) with KOA Corporation, increasing the not-to-exceed amount by $75,072 from $298,205.60 to $373,277.60, for Civil Engineering Design Services for the Citywide Safe Routes to School Sidewalk Gap Closure Project (Project) and authorize and direct the Director of Public Works or designee, of behalf of the City of Anaheim (City) to execute the Amendment and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

On October 4, 2022, the City Council approved the Civil Engineering Design Services Agreement with KOA Corporation (KOA) in an amount not to exceed approximately $298,205.60 for the Project.

This Project is part of the Department of Public Works’ efforts to enhance safety around school areas. The Project will add new sidewalks around various parts of the City (on Acacia Street, La Palma Avenue, and Frontera Street) and a new multi-use trail on the south side of Santa Ana Canyon Road between Fairmont Boulevard and Eucalyptus Drive.

The new sidewalks and multi-use trails will close the sidewalk gaps located within one- half mile of school entrances on arterial streets and ensure pedestrians and students have a safe path of travel to their destinations. Currently, pedestrians walk on the street, across lawns, and on uneven segments of private property to reach their destinations.

The First Amendment is required to modify the compensation to cover the cost of anticipated construction engineering support services by KOA, the engineer of record, not properly covered under the original agreement. The original agreement only included very limited construction support by the engineer of record, which is not sufficient for a citywide project of this magnitude. The additional construction support services include potential bidder coordination, construction meetings and site visits, reviews of submittals and change orders, request for information (RFI) responses, shop drawing reviews, any necessary design adjustments, and preparation of record drawings.
