City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 13, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM
(CTFP) GRANT APPLICATIONS FOR THE LINCOLN AVENUE
WIDENING FROM EUCLID STREET TO INTERSTATE 5

PROJECT AND THE ORANGEWOOD AVENUE AT STATE
ROUTE 57 PROJECT
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, authorize the Director of Public Works, or designee, to submit Comprehensive Transportation Funding Program (CTFP) grant applications for the Lincoln Avenue Widening from Euclid Street to Interstate 5 Project and the Orangewood Avenue at State Route 57 Project, requesting a combined total of $840,000 in grant funding with a required local match of $280,000, and if awarded, authorize the acceptance of such grants by the Director of Public Works on behalf of the City and amend the budget for the applicable fiscal year accordingly.

DISCUSSION:

Orange County Transportation Authority (OCTA) issued the Measure M2 annual competitive call for projects for 2026 under the CTFP for Project O – the Regional Capacity Program (RCP). This call will allocate grant funds through the RCP for the Arterial Capacity Enhancement (ACE), Intersection Capacity Enhancement (ICE), and Freeway Arterial/Street Transition (FAST) categories through the end of June 30, 2028.

The City of Anaheim prepared two competitive grant applications under the ACE and FAST categories, with a total grant fund request of $840,000. If the grants for the projects are awarded, matching funds of $280,000 will be required to be appropriated from the City’s restricted transportation funds.

The two proposed projects are summarized below:

Lincoln Avenue Widening from Euclid Street to Interstate 5 Project (ACE) This project proposes widening Lincoln Avenue from four to six lanes between Euclid Street and Interstate 5, including roadway widening to accommodate continuous Class II bike lanes, new railroad crossing signals, and updated striping and driveway access along both sides of the corridor. close a critical gap in the corridor, improve corridor performance, and reduce congestion. The roadway is designated as a Major Arterial on the County’s Master Plan of Arterial Highways, and the improvements will bring the segment into full consistency with the City’s General Plan Circulation Element. The Planning Phase includes the precise alignment, environmental documentation, preliminary engineering (30%), traffic studies, and right-of-way planning.

The project is proposed to advance through a phased multi-year delivery schedule beginning with the Planning phase, which is scheduled from the 3rd quarter of 2026 to the 1st quarter of 2028. The project will transition into the Design phase in late 2028, the Right-of-Way phase in 2030, and ultimately the Construction phase in 2033.

Planning Phase Grant Fund Request
 CTFP Request: $510,000
 Local Match: $170,000
 Total Cost: $680,000
Orangewood Avenue at State Route 57 (SR-57) Project (FAST) This project includes adding a second westbound left-turn lane at the southbound SR-57 on-ramp, widening the north side of the undercrossing (including construction of a retaining wall), and widening the southbound on-ramp to provide two receiving lanes through the ramp meter with extended auxiliary lane improvements. These improvements will enhance safety, reduce delay, increase the efficiency of arterial-to- freeway connections, and improve overall mobility along the Orangewood corridor. In addition, Orangewood Avenue will be restriped to incorporate on-street bicycle facilities in both directions, creating a continuous multimodal connection between the Santa Ana River Trail on the west and Eckhoff Street in the City of Orange on the east. This grant application requests funding for the Planning Phase, which includes development of the final precise alignment, preliminary engineering, and preparation of the Caltrans Project Study Report–Project Development Support (PSR-PDS) documents required for formal project initiation.

This project is the final segment of the Orangewood Avenue corridor improvements. It is being implemented via a cooperative agreement with the City of Orange as part of a series of coordinated improvements along Orangewood Avenue that implement the Platinum Triangle Master Land Use Plan mitigation commitments to enhance corridor capacity, improve multimodal connectivity, and address long-term regional mobility needs. The City has already completed the widening of Orangewood Avenue from State College Boulevard to the Santa Ana River and is scheduled to complete the widening of the Orangewood Avenue Bridge by 2032.

The project is proposed to advance through a phased, multi-year delivery schedule, beginning with the Planning phase, which is scheduled from the 3rd quarter of 2026 to the 3rd quarter of 2028. The project will transition into the Design phase in mid- 2029, continuing, Right-of-Way phase in 2032, and ultimately enter the Construction phase 2035.

Planning Phase Grant Fund Request
 CTFP Request: $330,000
 Local Match: $110,000
 Total Cost: $440,000
OCTA will conduct technical reviews of the grant applications through the spring of 2026, with recommended project grant awards anticipated in May–June 2026 and funding becoming available at the beginning of fiscal year 2026/2027.

This work supports the City’s Strategic Plan including Goal A - Maintain Financial Responsibility, Strategy No. 1 Identify potential new funding sources/revenue to increase City revenues to maintain and enhance services, and Strategy No. 2 Continue proactive pursuit of regional, state, and federal grant funds and Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 Improve, enhance, beautify, and maintain major street corridors.

IMPACT ON BUDGET:

If the Department of Public Works is successful in obtaining grant funds of $840,000, the Department’s budget will be amended with the grant and matching funds of $280,000 appropriated from restricted transportation funds in the corresponding fiscal year.

Respectfully submitted,
Rudy Emami
Director of Public Works
