CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: JANUARY 27, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AUTHORIZING SUBMISSION OF A GRANT APPLICATION

FOR PLACENTIA AVENUE CORRIDOR REGIONAL TRAFFIC

SIGNAL SYNCHRONIZATION PROGRAM (RTSSP)
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, authorize the Director of Public Works or his designee to submit a grant application on behalf of the City of Anaheim (City) to the Orange County Transportation Authority (OCTA) for funding under the M2 Regional Traffic Signal Synchronization Program for the Placentia Avenue Corridor Regional Traffic Signal Synchronization Project (RTSSP); and if awarded, authorize the acceptance of such grant funds on behalf of the City, amending the budget accordingly; and determine the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Regulation No. 15301 (b) Class 1.

DISCUSSION:

On November 7, 2006, Orange County voters approved the renewal of the Measure M one-half cent sales tax for transportation improvements. Measure M was originally passed in 1990 ("M1") with a sunset in 2011. With the approval of Renewed Measure M ("M2") in 2006, the voters agreed to the continued investment of local tax dollars in Orange County’s transportation infrastructure for another thirty years, to 2041.

The City of Placentia is the lead agency for the Placentia Avenue Corridor RTSSP in partnership with Caltrans and the Cities of Anaheim and Fullerton. If selected, the project will fund the signal timing and upgrade of signal systems for 16 total signals on Placentia Avenue from State College Boulevard in Anaheim to Imperial Highway in Placentia. The City of Anaheim has one intersection, Placentia Avenue and State College Boulevard.

A Council resolution authorizing the request for funding consideration and a commitment of match funding for each project from local sources must be provided to be eligible for M2 funding. The City is matching funds with capital project funds as required.

ENVIRONMENTAL DETERMINATION:

The grant application submission, receipt of the award, and implementation of the grant projects are exempt from CEQA under Class 1, Section 15301 (Existing Facilities) of Title 14 of the California Code of Regulations, as this project will not cause a significant effect on the environment.

IMPACT ON BUDGET:

The Project is using Measure M (M2) funds. Anaheim’s share of the total project is estimated to be $37,300, of which OCTA will fund $29,840 through the grant, and a required match of $7,460 from city’s restricted transportation funds. If the grant is awarded, the Public Works budget will be amended accordingly.

Respectfully submitted,
Rudy Emami
Director of Public Works
