DATE: JANUARY 27, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE AGREEMENT WITH GEOTAB USA, INC. FOR
VEHICLE TELEMATICS HARDWARE AND SERVICES
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve Contract No. MA 106-498848 with Geotab USA, Inc., for vehicle telematics services to be utilized by the Public Works Department, Fleet Services Division, for the City’s fleet of vehicles effective on the date of execution and continuing through June 17, 2027, to coincide with the term of the Cooperative Agreement, for a total amount of $195,268.68, plus applicable taxes and a 20% contingency; and authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents and renewal options, in accordance with the terms of the State of California Department of General Services (DGS) Cooperative Contract 1- 19-58-69.
DISCUSSION:
The City of Anaheim maintains a large and diverse fleet of over 1,000 highway vehicles that support a wide array of essential services for residents, businesses, and visitors. To improve fleet management, increase operational efficiency, and support data-driven decision-making, staff recommends entering into an agreement with Geotab USA, Inc. for the provision of vehicle telematics services.
Geotab offers a comprehensive and scalable solution for real-time vehicle tracking, engine diagnostics, driver behavior monitoring, and advanced reporting. This cloud- based platform is designed to improve service delivery and reduce vehicle downtime.
Key features of the system include:
Real-Time GPS Tracking: Allows fleet managers to locate vehicles, verify service delivery routes, and monitor vehicle activity.
Operational Monitoring: Enables tracking of critical functions, such as confirming when a street sweeper’s broom is actively engaged. Predictive Maintenance: Uses live engine data to identify potential mechanical issues early, reducing costly repairs and improving vehicle uptime. Advanced Reporting Tools: Provides data insights to support performance analysis and resource planning.
Approve Agreement with Geotab USA, Inc. for Vehicle Telematics Hardware and Services January 27, 2026
In addition, Geotab’s platform integrates seamlessly with the City’s existing systems, including the Faster work order management system and EJ Ward fuel management system. These integrations will allow for improved asset tracking, maintenance scheduling, and fuel usage reporting.
Installation of Geotab hardware will be carried out in phases to minimize service disruption, with the goal of full deployment across the City’s highway vehicle fleet.
Geotab’s services are billed monthly on a per-vehicle basis, with associated costs dependent on the level of service selected. The hardware includes devices that support automatic vehicle tracking, GPS updates, real-time engine data capture, and upgraded battery sensors to ensure reliable data transmission.
Approval of the proposed agreement will provide the City with a modernized data- driven telematics platform capable of supporting strategic fleet management, which aligns with the City of Anaheim’s goals for operational efficiency, enhanced service delivery, and improved asset management. This will support departments with valuable tools to make informed operational decisions.
The proposed contract is fully compliant with City Council Policy 4.0 and purchasing regulations. Utilizing cooperative contracts allows municipalities to maximize resources, improve service delivery, and leverage the collective purchasing power of multiple public sector entities, resulting in significant cost savings to ensure the best value for the City.
Additionally, a 20% contingency is recommended to provide flexibility should Fleet have the need to include additional vehicles or equipment beyond the original request.
The contingency would also allow for the optional installation of sensors on sweepers and Vactor trucks, which can be implemented at a later date, to provide enhanced operational data.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2025/26 budget, within the Motorized Equipment Fund. Funding for subsequent years will be subject to City Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
