CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JANUARY 27, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE FOUR MEDIX
AMBULANCES
ATTACHMENT (Y/N): NO ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, authorize the purchase of four Medix ambulances from Republic EVS, LLC, in the amount of $1,027,983.92 (inclusive of all applicable taxes and fees) for the Anaheim Fire & Rescue Department (AF&R). This purchase will be made utilizing a cooperative purchase agreement established by the Houston- Galveston Area Council (HGAC) with Republic EVS, LLC, the local authorized Medix Ambulances dealer.
DISCUSSION:
To support new operational needs for the Anaheim Fire & Rescue Department (AF&R), the fleet is acquiring four new ambulances to provide dedicated resources where they were previously unassigned. The first ambulance will be stationed at Fire Station 4 upon completion of the apparatus bay expansion project, and the second ambulance will be stationed at the new Fire Station 12 once construction of the station is completed. The addition of these two ambulances will expand the City’s frontline emergency medical coverage, reduce response times, and enhance overall system reliability for residents by increasing the availability of critical-care resources.
The third ambulance will provide dedicated support to the Disneyland Resort area, and the fourth will be utilized for the pilot Advanced Provider Response Unit (APRU) program.
Acquiring these ambulances will address a shortage of equipment and will improve AF&R ability to respond to the increasing number of emergency medical and opioid-related calls (which will be addressed by the APRU). This purchase was not part of the original fleet plan, but due to extreme supply chain delays related to new vehicles, AF&R is requesting their immediate purchase to improve unit availability in support of the 911 system. While there is an anticipated 20-month lead time to receive the ambulances, actual expenses will not be incurred until the units are delivered.
Authorization to Purchase Four Medix Ambulances
January 27, 2026
The four ambulances will be 2026 models. Three (3) of the ambulances will be configured similarly to existing units in the fleet. This will allow them to be used to support regular operations when needed. The APRU designated ambulance will have a slightly different configuration designed to serve Anaheim's most vulnerable populations, including individuals experiencing homelessness, substance use disorders, and behavioral health crisis. These individuals often cycle through emergency departments and hospitals without receiving the coordinated, community-based care necessary to address underlying issues. By meeting patients where they are and connecting them to appropriate resources (including primary care providers, behavioral health services, substance use treatment programs, and housing assistance), the APRU breaks this cycle and supports long-term wellness. The success of the APRU depends on having an ambulance equipped to serve as a mobile clinic, providing a safe, private, and professional environment for patient interaction.
The investment in these four ambulances is expected to make a positive difference throughout the Anaheim community. The purchase aligns with the City’s Strategic Plan, Goal E (Support Public Safety) by ensuring rapid, effective emergency response to protect Anaheim’s residents, visitors, and community.
This purchase will be made utilizing a cooperative purchase agreement established by the Houston-Galveston Area Council (HGAC) with Republic EVS, LLC, as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, streamline procurement through competitively awarded agreements, and benefit from the collective purchasing power of multiple public agencies. The HGAC agreement was competitively bid in accordance with Texas municipal codes for competitive sealed bids ensuring all contracts are awarded through a public, open, fair, and competitive bid or Request for Proposal (RFP) process.
IMPACT ON BUDGET:
It is anticipated that the City will seek approval of lease financing, as is typical for ambulance purchases, once the vendor notifies the City that the vehicles are ready to be delivered in approximately 20 months. There is no budgetary impact until the vehicles are received, at which time annual debt service payments will be included in the Fire & Rescue Department’s General Fund budget.
Respectfully submitted, Concurred by,
Ed Segura Patrick J. Russell
Purchasing Agent Fire Chief
