City of Anaheim
FINANCE DEPARTMENT
DATE: JANUARY 27, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE MASTER AGREEMENT WITH HASA, INC. FOR THE PURCHASE OF SODIUM HYPOCHLORITE 12.5% SOLUTION
(BULK)
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve Contract No. MA 106-498954 with HASA, Inc. for the purchase of sodium hypochlorite 12.5% solution (bulk) on an as-needed basis for Anaheim Public Utilities (APU), in the amount of $680,000.00, for a one-year term, with up to four optional one-year renewals (cumulative amount of $3,400,000.00, plus annual renewal increases in accordance with the applicable indices, applicable sales tax, and a 20% contingency); and
2. Authorize the Purchasing Agent, or designee, on behalf of the City of Anaheim (City), to execute the MA and all related or necessary contractual documents related to the MA and to exercise the renewal options as appropriate.
DISCUSSION:
In August 2025, the City issued a competitive Request for Proposals (RFP) for the as- needed procurement of sodium hypochlorite 12.5% solution (bulk). The solicitation was publicly advertised on the City’s procurement portal. The RFP was based on an estimated annual quantity of sodium hypochlorite 12.5% solution (bulk) required for the City’s water treatment operations. Four proposals were received from HASA, Inc. (Valencia, CA); JCI Jones Chemicals Inc. (Torrance, CA); Pioneer Americas LLC, a wholly owned subsidiary of Olin Corporation (Tracy, CA); and Brenntag Pacific, Inc. (Santa Fe Springs, CA). Proposals were evaluated in accordance with the criteria outlined in the RFP, which consisted of pricing, delivery time, and related services.
Sodium hypochlorite is a critical chemical for drinking water disinfection, and maintaining a reliable supply is essential to ensure uninterrupted treatment operations and ongoing compliance with local and federal drinking water regulations. The chemical is used to support daily water treatment operations at the City’s various water facilities, Approve Master Agreement with HASA, Inc. for the purchase of sodium hypochlorite 12.5% solution (bulk) January 27, 2026
including Lenain Water Treatment Plant and up to fourteen (14) groundwater treatment plant sites and well sites.
Based on the evaluation of proposals, staff recommend award to HASA, Inc. as the proposal determined to be the most responsive and responsible, offering competitive pricing, reliable delivery, and demonstrated experience supplying municipal water treatment facilities. HASA has provided similar services to Anaheim as well as other water agencies, including Santa Clarita Valley Water District, Yucaipa Valley Water District, and the County of Ventura.
The proposed Master Agreement will be for a one-year term with up to four optional one-year renewal periods. Unit pricing will remain fixed during the initial one-year base period. Pricing for renewal periods will be negotiated annually and will be subject to limits based on applicable market indices. Specifically, labor-related adjustments will not exceed the percentage change in the Consumer Price Index (CPI) for the Los Angeles–Long Beach–Anaheim area for the preceding 12-month period. Fuel-related adjustments will not exceed changes in the most recently available weekly California on- highway diesel fuel price published by the U.S. Energy Information Administration.
Product-related adjustments will not exceed changes in the most recently available monthly Producer Price Index (PPI) for chemicals and allied products, including chlorine, sodium hydroxide, and other alkalies, as published by the U.S. Bureau of Labor Statistics. In the event that market pricing decreases, any cost savings will be passed on to the City.
A 20% contingency is recommended to provide flexibility to address any unforeseen or additional purchase requirements that may arise during the term of the agreement.
IMPACT ON BUDGET:
Sufficient funds are included in APU’s Fiscal Year 2025/26 restricted Water Utility Fund budget. Subsequent renewals of the agreement will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Ed Segura Dukku Lee
Purchasing Agent Public Utilities General Manager
