CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: FEBRUARY 3, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE CONTRACT MASTER AGREEMENT NO. 106-498952

WITH JOHNSON CONTROLS FIRE PROTECTION LP FOR

CONVENTION CENTER FIRE SUPPRESSION SYSTEM PANEL
UPGRADE: NODE 1
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve Contract Master Agreement No. 106-498952 with Johnson Controls Fire Protection LP for the upgrade of the Fire Suppression System Panel: Node 1 at the Anaheim Convention Center (ACC), in an amount not to exceed $420,812.96; and authorize the Purchasing Agent to execute all necessary contractual documents related to the agreement, in accordance with Sourcewell Cooperative Contract No. 030421-JHN between Sourcewell and Johnson Controls Fire Protection LP.

DISCUSSION:

The fire alarm panels at ACC operate on a legacy system installed in 1989, relying on an unsupported Windows platform dating back to Windows 95. Due to the system’s age, replacement parts are no longer manufactured, creating ongoing maintenance challenges.

Reliance on the aging equipment compromises system reliability and its ability to provide effective alarm monitoring and notification. The system is proprietary to Johnson Controls, which maintains the certified personnel required to service and upgrade the equipment.

Approval of the agreement will allow ACC to utilize Sourcewell Cooperative Contract #030421-JHN (Sourcewell Contract #030421-JHN) to upgrade the fire suppression system panel: node 1 at ACC, as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, streamline procurement through competitively awarded agreements, and benefit from the collective purchasing power of multiple public agencies. This approach reduces staff time, accelerates implementation, and supports operational continuity.

Upgrading the fire alarm panels is essential to safeguard the facility, its staff, visitors, and event attendees, and to maintain continuous, reliable operation of the fire alarm system. To minimize disruption, the panel upgrades will be completed in phases, and Approve Contract Master Agreement for Convention Center Fire Suppression System Panel Upgrade: Node 1 February 3, 2026

any future upgrades will be coordinated with event operations and submitted for Council approval as needed.
