CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: FEBRUARY 3, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO ISSUE PURCHASE ORDER FOR
MOTOROLA 800 MHZ RADIO EQUIPMENT
ATTACHMENT (Y/N): YES ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the issuance of a Purchase Order to Motorola Solutions, Inc., in an amount not to exceed $981,885.95 for the purchase of Motorola 800 MHz radio equipment, and authorize the Purchasing Agent to execute all necessary contractual documents.

DISCUSSION:

Since 1994, the City has participated in a countywide interoperable public safety communications system utilizing Motorola radio equipment. The Orange County Sheriff’s Department originally established a contract with Motorola to provide an enhanced 800 MHz Countywide Coordinated Communications System (CCCS), supporting interoperable communication among law enforcement, fire, lifeguard, public works, and utility agencies throughout the region. In 1995, the City Council authorized the City’s participation in this agreement, and the system has since been used by multiple City departments, including Police, Fire, Public Utilities, and Public Works.

Motorola radio equipment is proprietary and is the only radio platform that fully supports statewide interoperability while remaining compatible with the existing CCCS system used by Anaheim Fire and Rescue. As a result, Motorola is the sole manufacturer able to provide equipment that fully integrates with the City’s existing public safety communications infrastructure. No other manufacturer offers equipment that meets the interoperability and compatibility requirements. Historically, the Orange County contract ensured competitive pricing and an efficient procurement process for this equipment. The County of Orange contract has expired and is currently under renegotiation. While staff anticipate the agreement will eventually be available again, it is not available at this time and cannot be used for current purchases. To avoid delays and ensure continuity of operations, staff evaluated alternative purchasing agreements available to the City and identified the County of Los Angeles purchasing agreement that provides similar pricing to the Orange County contract. Motorola has confirmed that pricing under this agreement reflects the most competitive rates currently offered to DRAFT

public safety agencies in California. By utilizing the Los Angeles County agreement, the City of Anaheim is able to leverage a discount of over 20%.

Per Council Policy 4.0 (5), requires City Council approval due to special circumstances for the waiving of sealed bidding requirement for purchases over $50,000. It is being requested to have the seal bidding requirement waived for this procurement by the Purchasing Agent due to the proprietary nature of the Motorola radio equipment, it is impractical and in the City’s best interest to utilize the Los Angeles County contract, as they are able to negotiate better prices than Anaheim due to economies of scale.

Anaheim Fire & Rescue utilizes Motorola radio equipment as part of the region’s interoperable public safety communications system. As the department prepares for the delivery of new fire apparatus and ambulances in 2026, updated radio systems are needed to upfit new Fire and Emergency Medical Services apparatus and replace aging equipment that is approaching its end of service life and does not provide the robust, multi-band capabilities for modern multi-agency operations. The proposed radio equipment features current multi-band technology, enabling a single radio to operate across multiple frequency bands used throughout Orange County and the State of California. These enhanced capabilities improve system reliability and support seamless coordination with partnering agencies during routine operations, mutual-aid deployments, and large-scale emergencies.

Approval of this item will allow the City to proceed with the timely procurement of mission-critical communication devices. Delaying this procurement could impact Fire and Safety’s ability to communicate with partner agencies and could delay deployment of apparatuses due to arrive later this year. This approach ensures the new fire apparatus and ambulances are equipped with modern, interoperable radio technology that aligns with regional standards, maintains responder safety, and avoids operational impact associated with procurement delays.

IMPACT ON BUDGET:

Sufficient funds are available in Fire and Rescue's Fiscal Year 2025/26 Small Tools Fund Budget.

Respectfully submitted, Concurred by,
Ed Segura Patrick Russell
Purchasing Agent Fire Chief
