CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: FEBRUARY 3, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE ONE

FREIGHTLINER PACKER TRUCK FROM VELOCITY

TRUCK CENTERS
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, authorize the issuance of a purchase order in the amount of $331,635.41 for the purchase of one Freightliner packer truck from Velocity Truck Centers, and authorize the Purchasing Agent to execute all necessary contractual documents, all in accordance with Sourcewell Cooperative Contract No. 032824-DAI between Sourcewell and Daimler Trucks North America.

DISCUSSION:

The packer truck is a specialized asset that plays a critical role in supporting daily Public Works operations by providing routine maintenance services throughout the City during the workweek. In addition, the vehicle is essential to the Anaheim Litter Removal Taskforce (ALRT) Program, a weekend initiative coordinated jointly by the Public Works Department and the Anaheim Police Department. The ALRT Program focuses on high-volume debris removal to maintain cleanliness and safety along the City’s most visible and heavily traveled corridors, including major arterials and freeway entrances.

Replacement of this unit is necessary to maintain established service levels and ensure the continued success of the ALRT Program.

In July 2025, the existing packer truck assigned to the ALRT program was destroyed in a vehicle fire, resulting in a total loss. The fire was caused by unknown materials collected during recurring debris removal operations. Despite staff efforts, the load could not be emptied before the fire engulfed the rear compactor. Anaheim Fire & Rescue was required to vent the unit to fully extinguish the fire. As a result, the vehicle was rendered inoperable and removed from service.

Insurance proceeds in the amount of $163,000 were received for the loss of the vehicle, with the remaining replacement cost to be funded through operations. Approval of this purchase will allow the City to restore critical operational capacity, sustain the ALRT Program’s mission objectives, and continue maintaining the cleanliness and appearance of the City.

Authorization to Purchase One Freightliner Packer Truck February 3, 2026

The proposed purchase will be made through a cooperative contract with Daimler Trucks North America, owner of Freightliner Trucks, which was competitively solicited and provides discounts ranging from 22 percent to 41 percent off standard pricing for Class 6–8 commercial vehicles. Velocity Truck Centers is the local authorized Freightliner dealer under this agreement. Authorization is requested for the Purchasing Agent to issue a purchase order in accordance with Sourcewell Cooperative Contract No. 032824-DAI.

IMPACT ON BUDGET:

Funding for this purchase will come from Public Works Department’s Sanitation and Wastewater Fund budget for Fiscal Year 2025/26 and will be partially offset by the insurance proceeds received.

Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
