RECOMMENDATION:
That the City Council, by Motion:

(dba Synergy Companies) for energy and water efficiency residential programs and direct installation services (Agreement), with an initial term of five years and up to two optional one-year extensions, at an annual not-to-exceed cost of $1,395,220 (initial-term aggregate equals $6.97 million), plus a 10% contingency for as-needed extra services; and

DISCUSSION:
At its meeting on January 28, 2026, the Public Utilities Board recommended that the City Council approve these actions.
Consistent with state laws and regulations, Anaheim Public Utilities (APU) offers a comprehensive portfolio of energy and water efficiency programs, including income- qualified direct installation services, to help single-family and multi-family residential customers reduce utility usage and bills, provide high-efficiency security lighting.
Two cornerstone customer programs within this portfolio are the Home Utility Check-Up Program and the Dusk-to-Dawn Lighting Direct Install Program, which APU seeks to continue offering to customers through a new agreement with a qualified service provider.
Agreement with Eagle Systems International, Inc. (dba Synergy Companies) for Energy and Water Efficiency Residential Programs and Direct Installation Services
February 24, 2026
The Home Utility Check-Up Program provides a no-cost, in-home assessment that includes a detailed bill analysis and recommendations on ways to improve specific household electricity and water usage. In addition to the assessment, participating customers receive no-cost energy and water-saving measures, including faucet aerators, low-flow showerheads, LED light bulbs, and smart power strips.
New additions to the Home Utility Check-Up Program include additional water- conservation measures in an effort to meet the statewide “Making Conservation a Way of Life” regulation. Customers may receive enhanced water-saving equipment and services including irrigation system leak checks, weather-based irrigation controllers, or flow-monitoring devices.
The Dusk-to-Dawn Lighting Program provides single-family and multi-family electric customers with high-efficiency exterior security light fixtures, which aims to improve neighborhood safety and energy efficiency. A separate agreement with TechniArt was approved by City Council in November 2025 to purchase Dusk-to- Dawn fixtures, and this Agreement is for inspection services to verify fixtures have been installed as well as installation services to support income-qualified customers.
In July 2025, APU issued a Request for Proposals (RFP) for a qualified service provider to administer these energy and water efficiency programs and perform direct installation services. The scope of work includes program administration, providing a secure cloud-based software platform for program tracking and reporting, performing Home Utility Check-Ups including procurement and basic installation of energy and water efficiency measures, and direct installation of Dusk-to-Dawn lighting fixtures for income-qualified customers. The service provider is required to provide Spanish- speaking representatives as needed.
APU received two proposals, which were evaluated in accordance with Council Policy 4.1 – Selection of Professional Consultants, based on the firms’ ability to meet the scope of work, relevant experience, technical expertise, and demonstrated success with comparable agencies. The proposals were ranked as follows:
Respondents Rank
DNV Energy Services USA Inc. 1
Eagle Systems International, Inc. 2
(dba Synergy Companies)
DNV Energy Services USA Inc., was the highest-ranked firm for its service proposal and was invited to enter into contract negotiations. However, following negotiations, DNV Energy Services USA Inc.’s final proposed costs was approximately 32% higher than the second proposal. APU is therefore recommending to proceed with the second highest-ranked firm, Eagle Systems International, Inc. (dba Synergy Companies), who is APU’s incumbent service provider. Synergy Companies’ proposal met the scope of work and offered the lowest-cost proposal. Synergy Companies has performed similar Agreement with Eagle Systems International, Inc. work with other utilities, including Southern California Edison, San Diego Gas & Electric, Riverside Public Utilities, and Colton Electric Utility.
The proposed five-year Agreement includes an option for up to two one-year extensions, with an annual not-to-exceed cost of $1,395,220, plus a 10% contingency for as-needed extra services. Funding of utility conservation programs is required by state regulations.
IMPACT ON BUDGET:
Sufficient funds are available in APU’s Fiscal Year 2025/26 restricted Electric and Water Utility Fund budget, and future years are subject to City Council approval of budget appropriations.
Respectfully submitted,
Dukku Lee
Public Utilities General Manager
