Asplundh is recommended for the Contract award as the lowest responsible bidder.

Asplundh’s bid price reflects the current bidding environment and appears to be reasonable.

Liquidated damages for this Project are set at $1,000 per day.

As part of the ongoing OCVIBE site development around the Honda Center, OCVIBE (Customer) requested Anaheim Public Utilities (APU) to relocate its existing 12,000 Volt overhead electrical facilities to accommodate the Cerritos Avenue roadway extension and various site enhancements (Attachment 2). The Project will underground the existing overhead utility pole line crossing the State Route (SR) 57 Freeway overpass along Cerritos Avenue and Douglass Road. Construction activities will be coordinated with affected agencies including the California Department of Transportation (Caltrans), Union Pacific Railroad and Southern California Edison.

Electric relocations requested by developments are provided in accordance with APU’s Electric Rates, Rules, and Regulations, which require the Customer to reimburse the associated costs of the relocation, including design, permitting, construction, inspection, pavement restoration, and materials. Project costs will be adjusted upon completion of construction to reflect Anaheim's final costs to be recovered.

The Project is tentatively scheduled to begin construction in the 2nd Quarter of 2026,with completion by the 2nd Quarter of 2027,to align with the Customer’s development schedule.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This Project is not a covered “Project Work” as that term is defined in the Amended and Restated Community Workforce Agreement (CWA). Electric utility work on high voltage utility equipment and other special utility construction work is specifically exempt and excluded from the scope of the CWA.

ENVIRONMENTAL DETERMINATION:

Staff recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Sections 15301(b), 15302(c) and (d), and 15303 of Title 14 of the California Code of Regulations. The Project will consist of relocating existing overhead utility lines to underground and installing minor street apparatuses, which do not have the potential to create a significant effect on the environment. The work areas will be restored to pre-Project conditions as part of the construction activities.

IMPACT ON BUDGET:

Sufficient funds are included in APU’s Fiscal Year 2025/26 Electric Capital Improvement Program budget from restricted Electric Utility Funds, and Project-related costs will be reimbursed by the Customer.
