HOUSING AUTHORITY AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
DATE: FEBRUARY 24, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: LEASE AGREEMENT BY AND BETWEEN THE ANAHEIM

HOUSING AUTHORITY AND ANHEIM COMMUNITY
FOUNDATION AT 883 S. ANAHEIM BLVD.

ATTACHMENT (Y/N): YES ITEM # 01
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the Governing Board of the Anaheim Housing Authority, by Motion, approve a Lease Agreement by and between the Anaheim Housing Authority and the Anaheim Community Foundation, in the annual rental amount of $1.00, for a term commencing March 1, 2026 and terminating February 28, 2030 with two one-year optional renewals, to provide administrative office space at 883 S. Anaheim Blvd., and authorize the Executive Director, or her designee, to execute and implement the terms of the Lease Agreement on behalf of the Anaheim Housing Authority.

DISCUSSION:

This item was continued by the Governing Board of the Anaheim Housing Authority at its meeting on January 27, 2026, with direction for staff to return to the Housing & Community Development Commission to address outstanding questions, receive the Commission’s recommendation, and subsequently re-present the item to the City Council for consideration. Following the discussion, the Commission voted to recommend approval by a 4–0 vote, with one abstention and two commissioners absent.

The Anaheim Housing Authority (Authority) owns a single property located at 883 S.

Anaheim Boulevard. The site includes an existing building that is currently vacant. The property was transferred to the Authority following the State’s dissolution of local redevelopment agencies, at which time the City of Anaheim designated the Authority as its housing successor agency. Since acquiring the property, the Authority has continued to invest in its upkeep and maintenance to preserve the building and site while plans for long-term housing development are considered.

The Anaheim Community Foundation (ACF) is a locally based 501(c)(3) nonprofit organization focused on strengthening the Anaheim community through philanthropic support, civic engagement, and partnerships with local nonprofits, residents, and businesses. ACF administers grants and scholarships, provides direct emergency assistance to Anaheim residents, and supports community-focused initiatives such as Concerts in the Park, Pearson Park’s Summer Nights Under the Stars, and Cops for Kids.

ACF’s work emphasizes youth development, arts and culture, housing stability, and workforce readiness, and is carried out in close coordination with City programs and community stakeholders.

Providing ACF with temporary use of the Property would allow the organization to operate functional office space to administer these programs and continue delivering services that directly benefit Anaheim residents.

To facilitate this temporary use, staff evaluated the proposed lease under applicable state surplus land requirements. Senate Bill 747 (2023–2024 Session) amended the Surplus Land Act to clarify that leases with a term of 15 years or less, inclusive of extension options, are exempt from the Act’s disposition requirements. This exemption enables public agencies to lease underutilized property for interim community-serving uses while continuing to advance long-term affordable housing objectives.

The original commencement date was revised from February 1 to March 1, 2026, with the corresponding term dates adjusted accordingly, due to the item being continued by the Governing Board of the Anaheim Housing Authority at its January 27, 2026 meeting.

As a result, the proposed Lease Agreement would now commence on March 1, 2026, subject to Council approval, with an initial term through February 28, 2030, and two one-year extension options that could extend the lease through February 28, 2032. In recognition of the substantial public benefit provided by ACF’s community programs, staff recommends a nominal annual rent of $1. Under the Lease Agreement, ACF would be responsible for ongoing property and landscape maintenance, ensuring the Property remains in good condition during the lease term.

Accordingly, staff request authorization to approve the Lease Agreement with the Anaheim Community Foundation to allow continued delivery of valuable community programs, place the Property into productive interim use, and maintain flexibility for future affordable housing development that aligns with the Authority’s long-term objectives.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Grace Ruiz-Stepter
Executive Director
